On January 4, 1991 we opened bids for Contract 1990-6, Vall y Oak Pond
Outlet, Project #197. Attached is a bid tabulation of those results.
As you can see, the lowest responsible bidder changes depending upon
what alternative we choose.
The lowest responsible base bid is about 16% under feasibility
estimated cost and 25% under the engineers estimate. Applying an
overhead factor to this would yield a project cost of $177,434,
excluding easement costs. The individual assessment would then be
about $445. Estimates for easement costs could add another $300, or
more, to the assessment amount bringing the total cost to about $745.
If alternate A is awarded with the base bid, then the estimated
project costs would be approximately $185,004 for the base bid and
$13,033 for the 20 lots around Pond 1, again excluding easement cost.
Under this scenario, the individual assessment would be approximately
$465 plus another $300 for easement acquisition bringing their
estimated assessment to approximately $765. The lots around the pond
would be charged an additional $652 bringing their total estimated
assessment to approximately $1,417.
Council should be aware that although the construction bid is under
estimate, the contractor could encounter unforeseen conditions that
would increase the cost.
The bid is structured so we can wait until March 5, 1991 to find out
if there is any outside funding assistance before we decide we want to
proceed with Alternate A or if the property owners adjacent the pond
bring in a petition, signed by the majority of them supporting
construction and payment for the wet pond, by February 19, 1991.
Apparently Ducks Unlimited is waiting for the next time their
corporate sponsor has a board meeting to pursue possible funding for
the wet pond.
RECOMMENDED ACTION: Motion to adopt the resolution receiving bids
for Valley Oak Pond Outlet, Project #197.
COUNCIL ACTION:

A RESOLUTION RECEIVING THE BIDS FOR
VALLEY OAK POND OUTLET IMPROVEMENTS
CITY PROJECT #197
BE IT RESOLVED, by the City Council of the City of Rosemount,
Minnesota, as follows:
1. All bids on construction of Valley Oak Pond Outlet
Improvements are hereby received and tabulated.
ADOPTED this 15th day of January, 1991.
