Mike Wozniak has submitted a letter of resignation to 1Ye City of
Rosemount. The effective date of his resignation will be
February 15, 1991. Mike has accepted the position of Community
Development Director for the City of Hastings. I would request
Council acceptance of his resignation and authorize the rehiring
for the position, according to the following schedule:

The purpose of this letter is to announce my resignation from the
position of City Planner of the City of Rosemount. My intent is
to make this resignation effective February 15, 1991.
I have chosen to leave employ of the City at this time for the
purpose of career advancement.
I would like to take this opportunity to give a special thanks to
both you and City Administrator Jilk, for the assistance and
guidance I have received in conducting my duties while with the
City. It is also my obligation to thank the entire City staff for
the kindness and cooperation I have experienced during my tenure
as City Planner.
Lastly, I would like to thank the Planning Commission, Mayor Napper
and City Council for the respect and cooperation I have enjoyed
while serving residents of Rosemount as City Planner.

RE: Mike Wozniak's Resignation
Attached is a letter of resignation from Mike Wozniak. It is with
obvious emotion I request the City Council's acceptance of the
resignation, as well as immediate authorization to fill the
position. I am thrilled about Mike's career opportunities -- he
will become the new Community Development Director for the City of
Hastings. I am also grateful that Mike will be with the City of
Rosemount through February 15.
Assuming Council authorization on January 15 to advertise the
vacancy, I would offer the following schedule for the rehiring

I realize this is a tight schedule. It will allow three weeks from
the first advertisement in the Star Tribune until the application
deadline. The screening/selection process could get stretched out.
At worst I would hope Council approval would be made by March 5,
1991.

CITY PLANNER
The City of Rosemount (population, 9,000), is
seeking qualified applicants for the position
of City Planner. Rosemount is a rapidly
developing suburb in the Minneapolis/St. Paul
metropolitan area. This is a mid -management
position, responsible for planning, development
review and zoning administration. The City
Planner reports to the Director of Community
Development.
Minimum qualifications include a BA degree in
planning/related field and four years of
progressive, relevant experience or an MA
degree in planning and two years of relevant
experience. Salary range is $30,185 - $40,758,
including excellent benefits.

POSITION RESPONSIBILITY WRIIE-UP

Primary Objective of Position
This is a highly responsible mid management position within the Community
Development Department. The City Planner must be capable of independent work
with minimal supervision. Duties include the preparation of detailed staff
reports, oral presentations, preparation of plan elements, zoning administrat;on
and operation of the City's planning programs. Performs other &.,ties as
assigned.
Ma.ior Areas of Accountability
I. Organization/Procedures
-- Meets with citizens, boards and commissions, develop rs and staff for
matters related to planning and development.
-- Prepares detailed staff reports for the Planning Commission and City
Council on most development proposals.
-- Is responsible for Planning Commission agendas, meeting material packets
and packet distribution.
-- Undertakes planning studies and other projects at the direction of the
Director of Community Development.
-- Administers zoning and subdivision ordinance enforcement.
-- Is responsible for the updating of land use plans and regula-tions.
-- Maintains records and information and st:ggests improvements in t.' -;e
department.
-- Provides information and assistance to residents and developers on all
planning matters.
-- Attends all Planning Commission Meetings and attends other mee4*ings as
required.
-- Performs other tasks and duties assigned by the ,irector of Community
Development.

2. Supervision/Employee Relations
-- Is under the direct supervision of the Director of Community Development.
-- Must be capable of effectively communicating with other departments,
citizens, boards and commissions and developers.
3. Minimum Requirements:
-- A bachelors degree in planning or related field and at least four years
of progressive, relevant experience or a masters degree in planning with
two years of relevant experience.
-- A demonstrated ability in all phases of planning and zoning.
-- The ability to communicate ideas, explanations and recommendations
clearly both orally and in writing.
-- The ability to work independently with minimal supervision.
-- A basic understanding of management techniques and leadership styles.
-- The ability to maintain professional and courteous attitudes when
representing the City or Department in any situation at any time.
