She asked if she would be able to be interviewed at another time. Because of her reason for not making her appointment, I scheduled her for January 8th at 8:00 p.m. Attached is her application. Also attached is a letter from Tim Jerin who was previously scheduled to be interviewed on January 8 at 8:00 p.m. Mr. Jerin has asked to be excluded from the interviewing process. I have also attached a revised agenda for the January 8 Special Council Meeting. Attachments. As`a citizen of Rosemount for the past 12 years, I always have been and will always remain interested in the sociological and economical development of the City of Rosemount. I wish to see the city of Rosemount grow and develop into a city which meets the needs of the ever growing population of new residents. As well as the desires and concerns of the people who brought the city to this threshold. I see a new horizon for our city and I wish as a citizen and business owner that I can give an attitude of newness and freshness, with the desire to learn and listen With open mind and heart for growth. I feel I can contribute to the expansion of our horizon, without destroying the nostalgic history we are so proud of. I feel my involvement in community activities, my dedication to church and family, and my desire to be successful in business can only help and sustain my support on the planning commission. I have been a Rosemount resident for the past 14 years and would like to be considered as a volunteer to serve on one of our city commissions. I am a Veteran, and recently laid -off by Unisys Corporation where I had been employed for over 20 years. I have been seeking employment with the Government for a foreign service assignment but was recently not selected. Attached is my Autobiography which I prepared for that assignment and thought it would be a good representation of my character and past experiences. JERIN I'm excited about the possibility of continuing my data processing career in a foreign service assignment. Because data processing has been my career for 28 years, I know the methodologies and techniques that work and are cost efficient. BACKGROUND Born: September 14, 1938; Library, Pennsylvania Married: two children; three grandchildren I grew up during The Great Depression in the coal mining district of Pennsylvania. My father had worked in the coal mines from the age of 12 on and although times were hard, we were as well off as any of the families because my father was a good provider. But in 1957 we moved to Arizona because my mother had developed asthma. I graduated from Glendale High School in Glendale, Arizona, and was offered a printing scholarship to the University of New Mexico. I earned the scholarship for performing a three -color printing of the school's stationery, which had never been done before on a letterpress machine. I declined the scholarship so I could work and help out the family financially. I worked for a year, contributing to the financial stabilization of my family. Then I decided to enlist in the U.S. Army, seeking a career in communications. I enlisted in August of 1958 and was stationed in West Berlin, Germany, during the Berlin Crisis of 1959 and 1960 as a radio communications operator. While there I received the Army Occupation Medal (Berlin), Expert Infantryman's Badge, and Certificate of Achievement. I also met my wife while stationed in West Berlin and brought her to the United States in August of 1961, where we were married in September of that year. WORK EXPERIENCE I have 28 years of experience in the computer industry. I have firsthand experience with the entire evolution of computers—from the first -generation vacuum tube machines to today's sophisticated processors and peripherals. My extensive background includes experience with computer operations, hardware and software applications, system analysis, system testing and installation, marketing, and management. Because I have been employed by a major U.S. defense contractor, my work has primarily been on U.S. and foreign government contracts. I have held a secret clearance since 1962. 1 have had a NATO clearance, and most recently an EBI was done for a SAR government program. I have enjoyed my work in both Europe and the Middle East. The most memorable experience of my foreign travels was a trip to Cairo, Egypt, in 1981 for a tradeshow one week after President Sadat had been assassinated. Although Egypt was in a 30 -day mourning period, the newly elected President Mubarak allowed the trade exhibit of Western military technology, which Sadat had previously requested and planned, to continue. Needless to say, it was a sensitive period in Egypt. I spent 17 days there, coordinating the displays and presentations of my company's products and technologies. I personally met and dined with many of Egypt's top military personnel. I enjoyed the role of representing and establishing good will for my country and my company. PROFESSIONAL WRITINGS/AWARDS My professional writings include a white paper on a Statistical Gathering System, which was submitted to NASA for the APOLLO Space Program. Other writings include news articles on military trade exhibits for a monthly company publication. I received the APOLLO 11 Achievement Award from NASA for dedicated service in APOLLO 1 1's achievement of man's first landing on the moon. EDUCATION My education includes an A.A. degree in business administration from the University of LaSalle in 1974 and a B.A. equivalency for completing over 800 classroom hours of job related coursework between 1974 and 1989. 1 have also participated in numerous technical, marketing, and management -related seminars and workshops. PERSONAL INTERESTS International travel, people and their cultures. My wife and I would like to expand our cultural horizons even more than we have already. Our children are grown, and I personally want to combine my professional career in computers and data processing with some more international experience. I keep active with outdoor activities such as camping, fishing and hunting. I also enjoy bowling, basketball and softball. Lahner I have known of Rosemount, its people, its character, and its development trends for ten years. Members of my family moved to the community in 1980. I moved from Minnetonka to Rosemount in 1989, a change my wife and I describe as our "retirement move." We fully intend that Rosemount will be our home as we raise our two children, one of whom will begin attending school in Rosemount in the fall of 1991. I am a partner in Rider, Bennett, Egan & Arundel, an 80 - person, Minneapolis law firm engaged in the general practice of law. I am a business lawyer, with specialties in non-profit organizations, health care law, tax law, and general corporate law. In my sixteen years of practice, I have gained general knowledge of real estate, land use and development issues. I do not anticipate encountering any conflicts of interest. The real estate area of our firm has limited involvement with developers. Generally, the real estate representation is on the lender's side. I am not aware of, nor did a search reveal, any firm activity in real estate matters in Dakota County. I am very pleased with my move from Minnetonka from Rosemount. My children will be schooled in an excellent educational system, while being exposed to a diverse population. I enjoy the town and country mix of Rosemount, a lifestyle that deserves nurturing for the benefit of present and future residents. Development will continue apace as others are attracted to Rosemount, and this development may be done in the context of furthering the present mix of commercial, industrial, residential, and recreational uses. This involves a healthy respect for the interests of existing residents, but without being so hidebound as to preclude close examination of development concepts that may be advanced by those interested in living and working in the community. Any such plans, however, must meet established criteria of land use and guide plans, and satisfy the agency on economic responsibility and public welfare issues. You will be contacted regarding this application. There are three reasons why I would appreciate an opportunity to serve on the Rosemount Planning Commission. First, participating in the work of the Planning Commission would allow me to "give something back" to the community that is helping to provide my family with what I consider to be a high "quality of life". I have always believed that a community can maintain its high standards and achieve worthwhile objectives only through or with the active participation of the community's residents and businesses. I have been looking, for some time, for an Appropriate means of becoming more actively involved in Rosemount's growth and development. I first indicated my interest in this area by applying (in April of this year) for the opening that temporarily existed on the Economic Development Authority. Second, in addition to my general interest in becoming more actively involved, I have a very specific interest in comprehensive community planning. I believe that some of our neighboring communities can serve as examples of both effective and ineffective community planning and development. While Rosemount must unquestionably chart its own course, I believe that we should (to some extent) emulate those communities that have developed logically, consistently and without rancor. By the same token, much can be learned from those communities that have allowed their development to proceed haphazardly or inconsistently, which all too frequently seems to have led to prolonged disputes or even litigation with residents, property owners, developers or other businesses. Finally, I believe that my training, experience and background as an attorney could be useful to the Planning Commission. My active participation in the work of the Planning Commission would not have to be delayed until I developed some knowledge regarding topics such as zoning, condemnation, assessments, or real estate transactions in general. In addition, I deal with ordinances, statutes, regulations and other laws on a daily basis, and I therefore know how to interpret and apply them in specific factual contexts. I recognize that the Planning Commission often becomes involved in relatively complicated matters, but I have no fear of complexity or hard work. That letter is attached for your review. I would request your consideration for replacement of Rich as soon as is feasible. Because his resignation is effective in less than 30 days, we will be most likely without a public works director/city engineer for a minimum of 45 days. This situation will be taxing on the people in his department as well as others on staff who will be required to coordinate many activities in his absence. My recommended action would be: (1) Accept Rich's resignation effective February 1, 1991- (2) Approve the advertisement as attached and publications for use in advertising the opening as shown on the advertisement. (3) Approve the hiring schedule as follows: January 8: Accept resignation January 10-27: Place advertisements for position as designated on attached advertisement. February 10: Last day to receive applications. February 11-15: Committee reviews applications and chooses five candidates to interview. February 25-28: Interviews to be held by Council and Administrator February 28: Selection made. March 18 to New director begins. April 1 (4) Utilize a committee made up of two councilmembers (mayor and one member) and the city administrator to review applications and select five to be interviewed by the council. I would hope these actions can all be approved so we can move quickly with this replacement. CITY ENGINEER/PUBLIC WORKS DIRECTOR The City of Rosemount (population 9,000) is seeking a City Engineer/Public Works Director. Rosemount is a steadily growing suburb of St. Paul/Minneapolis. Duties include managing a 16 plus person department, including sewer and water utility, street maintenance and engineering. The position reports to the City Administrator. Experience in land subdivision, storm water management, management of engineering consultants and contractors is necessary. Must have good verbal and written communication skills, working knowledge of assessment methodology and statutory requirements. Responsible for preparing and managing the department's budget of $1.7 million for water, sewer, streets and engineering. Minimum requirements for position include a B.S. Degree in civil engineering, six years' experience of municipal/public works/engineering, registered professional engineer in Minnesota within six months of employment. Two of the six years of public experience must be in management. Salary range is $40,623 to $54,850, including competitive fringe benefit package.
