Chairman:
This letter is a request by the lessee -taxpayer for a review of
the assessment on the Rosemont Postal Facility located on
parcels 34 03700 010 37, 38 and 39.
I have spoken to Steve Nelson of the Dakota County Assessors
Office about the perceived need for a reassessment of these
parcels.

Dear Local Board of Review:
I am unable to attend the review meeting scheduled for April 30,
1991, at the Rosemount City Hall. Pursuant to the notice I
received this is my letter protesting the Assessor's Market Value
placed on my property for 1991.
I have researched the property sales in my area and discovered
that all sales in the past year have been to the Koch Refinery.
Koch has purchased numerous houses adjacent to my property and
has moved out the three houses immediately adjacent to my
property.
Attached as Exhibit A is a list of the property that Koch has
purchased that I have been able to discover. Attached as Exhibit
B is a map showing the location of my property and the parcels
Koch has purchased.
It is my belief that the location of my property next to the Koch
Refinery coupled with the fact that Koch has purchased and moved
adjacent homes decreases the value of my property. Either than
sales to Koch I have been unable to find any record of any
residential purchaser during the past year of property located in
my area. In addition there is an active gravel pit operating
directly behind my property and the Pine Bend Landfill located
nearby.
I have received information from the PCA that indicates that Koch
Refinery is attempting to expand. This will mean that in the
next several years that there will in all likelyhood be a tank
farm within several hundred yards of my home.
For the above stated reasons I find the increased assessor's
value placed on my property to be outrageous! Dakota County and
the City of Rosemount continue to allow the expansion of industry
in my area in order to collect more taxes. I am exposed to
noise, air and water pollution so that the rest of Rosemount and
Dakota County may benefit. It is time to recognize what you have
done to the property values those of us who must directly bear
the unpleasant consequences of this industry. I am asking that
you lower the assessed value of my property to reflect the
effects of the industrial expansion.
