On Friday, October 26, 1990 at 0?: 30 A.M. a train' session was
conducted in the Council Chambers of the City of Ro rnount. Present
were Department Heads, City Administration, members of the Fire
Department and Police Department. Also in attendance was the Minnesota
State Emergency Training Officer Chuck Proft, Dakota County Emergency
` Services Officer Dave Gisch, Washington County Emergency Services
Director Lowell Johnson, members of the Minnesota Pallution Control
Agency, U.S. Coast Guard, National Guard members, American Red Cross
along with other personnel and news media.

, - The training sessi-an - consisted of a -"Table- Top Exercise" where only
fictitious emergency problems occured on paper and were acted
upon by the Rosemount City Staff . The °messages" or "problems"
were received by courier, telephones and radias from the simluated
disaster scene at the Koch Refinery.
This planned traihing session was carried out in a very professional
manner by all participants and I wish to convey my thanks to all
rnembers wha assisted me in this exercise. I feel thi5 training
session was very important and it proved that in the event of a
major disaster in the City of Rosemount, the City can count on a :
city staff to assist in everyway possible.

Wow -- it seemed so true-to-Iife.
Thanks for playing a giant 'part in Friday's emergency response
exercise. The comments by the State of Minnesota facilitators
about Koch and the City working together during an emergency were
very encouraging.
We certainly carne a Iong way from those early plannin�
meetings . The dedication of yau , your officers and tt�e
caoperation and support of a11 the Rosemount officials and
employees really paid aff in a successful exercise.
We look forward to participating with the City of Rosemount in
the Iive exercise next spring. Please let me know if you have any
additional comments or suggestions as we continue the planning for
that expanded exercise.

the perfarmance af all the "players" in Friday's emergency
response exercise. The comments by the State of Minrresata
facilitators about Koch and the City working together during an
emergency were very encouraging.

Lyle Knutsan and all the Rosemount officials and employees who
made the exereise successful.
