COIINCIL ACTION: Adopted resolution. 3 MEMO TO: MAYOR NAPPER COUNCIL MEMBERS KLASSEN, OXBOROUGH, WILLCOX, WIPPERMANN CITY ADMTNISTRATOR STEPHAN JILK FRQM: CITY ENGINEER/PUBLIC WORKS DIRECTOR HEFTI RE: ITEM FOR THE NOVEMBER 6, 1990 COUNCIL MEETING APPROVE TRAFFZC CONTROL DEVICE AT 160TH STREET AND BISCAYNE AVENUE After a fatality at this intersection last year, Empire Township, 'U of M, and County representatives and I met to discuss appropriate traffic 'control signing and jurisdiction at this intersection. It was suggested that we should decide on the appropriate traffic control for southbound traffic on Biscayne because it was in our jurisdiction. The U of M had MnDOT perform a study over all the roads in their praperty several years ago. This resulted in the U of M leg of 160th Street intersection having no traffic control signage. Meanzahile, Empire Township installed a "Yield" sign as a result af a signing program run through MnDOT several years ago. Going eastbound on 160th Street, which is camman to both Empire Township and Rosemount, is no traffic control sign. The north leg of this intersection that is in Rosemount for southbound traffic on Biscayne Avenue has only a "Crossroads Ahead" warning sign and no traffic control sign. I had S. E. H. take traffic counts at all four legs of the intersection. Other than indicating very low traffic valume around 200 trips per day, the traffic data was inconcl.usive as to what type of traffic control would be appropriate. I also spoke with ex-Police Chief Staats about past accident history at this intersection. He indicated other than this fatality he had no reported accidents at this intersection, I also spoke to Pete Sorenson, Dakota County Traffic Engineer, about his opinion regarding appropriate traffic control device at this intersection. Based on the information of the traffic counts, the accident history, and conversations with Pete Sorenson, I would recommend that the appropriate traffia control device such that could be installed at this intersection would be a "Yield" sign. A "Yieldr� sign would be placed on Biscayne Avenue so that southbound traffic would have to yield to traffic on 160th Street. This would be consistent with the "Yield" sign on Bisca�ne Avenue in Empire Township for northbound traffic. Insta].ling a "Yield" sign at this intersection would also be consistent with the "Manual on Uniform Traffic Control Devices" that is the authoritative guideline for determining the appropriate traffic control devices. Under Section 2.B. 8 Warrants far Yield &igns. "5. At any intersection where special problems exist and where an engineering study indicates the problem to be susceptible to correction by use of the yield sign�� . - The special problem that appears ta exist is that the grove of trees along the east side of Biscayne Avenue near the 160th Street-intersection restricts the view for traffic on Biscayne and westbound traffic an 160th street. Because we don't have any jurisdiction on the University property and becaus� MnDOT has performed a study indicating that no traffic control deviees are necessary at this intersection, it would appear that this would be a special problem that a "Yield" sign would correct by assigning right- of-way to 160th Street. This would eliminate the rule that drivers wauld always have to keep in mind that traffic on the right has the right-of-way when coming to an unmarked interseetion. Obviously this did not oceur in the earlier fatality.
