Adopt Resolution Requestinct Variance from State Aid Standards for
145th Street
This item consist of adopting the resolution that request a variance from
State Aid 5tandards for proposed construction along 145th Street between
Cameo and Chippendale. The reason being that during the preparation of the
feasibility report while we were reviewing the State Aid Standards we found
that the minimum width for a low density two-lane arterial street with
parking on both sides was 48 feet. The existing width of this section of
145th Street is 40 feet. Our consultants and I �eel that it is not
feasible to widen this section of roadway because we would need to either
eliminate the sidewalk or purchase excess right-of-way and relocate the
sidewalk thereby reducing everyones front yard. The reason for the 48 foot
wide roadway when there is parking on both sides is to provide adequate
clearance between the parked vehicle and the driving lane. A 48 foot
street would allow us to have two 12 ' driving lanes and 10' parking lane on
each side with a 2 ' buffer between the driving lane and parking lane. The
Institute of Transportation Engineers (ITE) recommends a 10' parking lane.
Then for our existing conditions, subtracting the 10' parking lane on each
side from the total width leaves 20' for two lanes or 10' for each traffic
lane. Reduction in the traffic lane width could result in reduction of
speed through this area. On the other hand, side swipes and fixed object
accidents may be greater because of the reduced lane width. Still, we feel
it would be in the overall best interest to pursue a variance request.
The main reason we are bringing this to Councils attention at this time is
because the State Aid Variance Gommittee meets oc�asionally during the year
and in order to keep this project alive for 1990 we need to submit the
resolution and request to the State Aid office by March 1. For your
information, the feasibility report will be presented no later than the
March 20, 1990 meeting.
Recommended action for Council to consider is to adopt the attached
resolution requesting variance �rom State Aid Standards for 145th Street.

WI�iEREAs, the City of Rosemount has ordered a feasibility study for
the construction of 145th Street West from Cameo Avenue to
Chili/Chippendale Avenues, and
WHEREAB, this portion of the street will have a width af 40 feet
from face of curb to face of curb, and
wHEREAB, current State Aid Standards require a minimum design width
of 48 feet from face of curb to face of curb. II
NOW, THEREFORE, BE IT RESOLVED that the City of Rosemount requests
the Commissioner of the Department of Transportation to grant a
variance to allow a width o� 40 feet with parallei parking on both
sides.
BE IT FURTHER RESOLVED that the City indemnifies, saves and holds
harmless the State of Minnesota and all its agents and employees
of and from any and all claims, demands, actions of any nature or
character arising out of or by reason of, in any manner, the
`� construction of 145th Street West from Cameo Avenue to
Chili/Chippendale Avenues in any other manner than with a 48 foot
design width. The City further agrees to defend at its sole cost
and expense any action or proceeding cammenced for the purpose of
asserting any claim of whatsoever character arising as a result of
the granting of this variance.
