Authorize Purchase of Computer / Approve State Aid Cost Sharing Agreement . _ s ITEM # 1F *******,t*******************MEMO***********************r DATE: FEBRUARY 15, 1990 TO: MAYOR & COUNCILMEMBERS C/O ADMINISTRATOR JILR FROM: CITY ENdINEER/FUBLIC WORKS DIRECTOR HEFT RE: ITEMS FOR THE FEBRUARY 2 1990 COUNCIL MEETINt CONSENT AGENDA Authorize Purchase of a Com.puter(Approve State Aid Cost Sharinq Agreement This item consist of Council approving the purchase of a IBM PS/2 Model 80 Computer and miscellaneous hardware and software necessary to be compatible with the State Aid division of the Minnesota Department of Transportation Computer Reporting System. Because MnDQT is moving towards computerizing the entire State Aid information system, they cannot require Citys to adapt to thir system unless they provide some Funding. In this instance, the State is preparing to finance 60's of the purchase of the IBM PS/2 Model 80 computer and other hardware and sotware items that are attached to this memo. The exception of the cost sharing is for upgrades such as purchasing a 16" color display monitor instead of a 12" and also purchase of a microprocessor. What this does for us is gives us an opportunity to purchase a microcomputer that will be capable of running a computer-aided drafting (CAD) program for about l/2 the cost, as shown in the attachment sheet. We in th ngineering and Parks teprtment can certainly put such a package ta use. Beeause we are doing a lot of planning, the ability to make numerous revisions in a small amount of time would be a great time and cost savings to us. Plus it would allow us to investigate additional alternatives that would be difficult if you were drawing everything by hand. The CAD software that we are looking at is a re].atively inexpensive piece of software called Generic CAD. This software runs araund $300 and will fit our needs until we become more familiar with using computer-aided drafting. Then we may want to upgrade this in the future to a more sophisticated package such as Autocad. we already have a large size plotter and an 11x17 digitizer to complete the necessary hardware to be able to use CAD. Proposed funding for this would be split 50-50 with the Parks Department. Both Dave and I budgeted money under PC Saftware Purchases, which is where our share would be coming from. Recommended action for Council to consider is to approve the purchase of the IBM PS2/Model 80 hardware and associated software and approve the Minnesota Department of Transportation agreement for reimbursement and authorize the Mayor and the City C1erk to sign the agreement.
