Hefti AGENDA NO�TEM � � City Engineer/Public, Works Director ATTACFiMENTS: (1) Resalution Authorizing APP BY: Proj ect, (1) Sheet 11R This item consist of conducting a public hearing for the Shannan Hills 2nd Addition Street and Utility Improvements. This project resulted from the developer, Ground Development, petitioning the City for the installation of public improvements within this 41 lot single family development. Council has received the feasibility report on this project and called for this public hearing. All legal notices have been published in the newspaper and mailed to effected properties. The only issue regarding this project is how to handle storm water run-off under 145th Street. I am recommending that we construct storm sewer pipe to pick up that storm water drainage rather-than allowing it to continue to flow overland as it presently does to a low point in the northwest corner of the Carrollton Addition and southwest corner of Carrolls Woods. The estimated additional cost for this additional storm sewer is about $37, 000. Defining the benefit to the develaper for this storm sewer is very difficult becaus� it is picking up run- off from other property onto his property. The drainage area south of- 145th Street that is causing run-off to flow under 145th Street basically comes from the Rosemount Green Apartment Complex. They are included in this project and we wouid propose charging them storm sewer connection fee at a rate of $3 ,750 per acre. This rate is 2-1/2 times the single family rate. The revised cost breakdown is reflected in revised sheet #11R. Bud Osmundson from OSM Engineers will be present along with myself to provide a presentation on this project and answer any questions. We would also be happy to answer any questions prior to the public hearing. NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Rosemount hereby orders the Shannon Hi11s 2nd Addition Street & Utility Improvements, City Project #216.
