Specialist ATTACHMENTS: 1991 Landf ill Abatement Program APPROVED BY�� Funding Application & Resolution The attached application is an estimate of what will take place in 'regard to the Rosemount recycling program in 1991. The City of Rosemount implemented the first comprehensive curbside recycling program in Dakota county in February 1989. We have continued to expand the program each year. The funds allotted to the City of Rosemount continue to fluctuate: $69,814 in 1989; $35,988 in 1990; and the 1991 funding is $37, 133 . Staff is confident that the allocation for 1991 will be sufficient to operate the recycling program for the City. We .will continue the same level of service, but increase promotion and education efforts. Maximum dollars allocated by the County for 1991 are $37, 133 . Staff has broken down the amount as follows: . $ 2,777 Administrative Costs : 30,780 Operating Costs 3 .576 Education/Promot`ion $37�133 TOTAL Based upon two years of very satisfactory service from Knutson Services, Inc. , as well as the pattern and consistency of collection for the past two years, staff would recommend extending the contract with Knutson Services, Inc. for another year. If the Council feels any other options should be pursued, staff would appreciate that direction immediately. Piease provide a brief overview of 1991 abatement activities; indicate whether these are a continuation of existing programs or new programs: (If more space is needed use extra sheets .) The City of Rosemount will provide-the same level of waste abatement activities in 1991, as it did in 1990. The City of Rosemount contracted with a single hauler to carry out the curbside collection of recyclables and to operate the Central Drop-Off facility during 1990. Each single family household has a bin in which to place recyclables, while the multi-family homes use on- site containers. The hauler collects weekly from single family homes and from multi-family sites as needed. As in 1990, the City of Rosemount hopes to expand its commercial/ industrial recycling program. Residents are encouraged to bring yard waste to one of the three Dakota County Compost Sites. Arrangements can also be made with their independent haulers, to dispose of yard waste separately, for a fee. It has not been deterfnined at this time whether the City will contract all of this service with a single vendor, portions of service with a - - � vendor or require recycling to be part of each individual waste haulers license to do business in Rosemount. A determination on this is anti- cipated by December 1, 1991. 1 -1 III. 'With the assistance of the Metropolitan Council- PiN Landfill Abatement Fund, a material recovery facility is being developed in Rosemount. It is expected that the MRF will encourage expansion of Rosemount's commercial/industrial recycling program as those businesses which qualify will not have to conduct source separation activities - one container will be used for virtually all recyclables. Four educational programs, one each in the Rosemount & Shannon Park elementary, Rosemount middTe and Rosemount high schools, will be conducted throughout the year to inform students about the benefits of recycling and the effect their participation could have on the Rosemount recycling efforts. - commercial/industriai (if applicable) Commercial/industrial establishments will be targetted and encouraged to participate in recycling. In addition to the program already in place, staff will work with the hauler(s) to provide educational information promoting recycling to commercial/industrial establishments in Rosemount. Staff will also work with the hauler to promote and educate the business community about the benefits of the material recovery facility scheduled to be developed in Rosemount. G. Describe your in-house recycling program The City of Rosemount l�as had separate containers in municipal buildings for the separation and collection of high grade office paper, newspaper and pop cans sinc� May of 1988. Separate containers_ were also placed in public parks for trash and cans in the spring of 19$8. As of September 1989, household batteries are collected from the City Hall as well as all municipal buildings. In addition, phone books were collected in the spring and fall of 1990. These programs were utilized in 1990 and will be extended into 1991. 1 -5 H. Describe completely any other abatement programs for which you are requesting funding (eg. operation of compost site, special waste handling, household hazardous waste collection) . Include projected abatement. _ No additional,funding is requested at this time. V. Work P1an Dakota County will distribute any . approved funding in four equal payments, provided communities meet specified development objectives. Please provide a work plan for 19Q1 and highlight the objectives to be met by the following dates: o March 15 o June 15 o September 15 PIARCA 15 - All recycling programs are in place and will be maintained throughout 1991. No mailings are anticipated for this time period. JUNE 15 - Current programs will be maintained. One mailing is anticipated by this date. SEPTEMBER 15 - Current programs will be maintained. No mailings are anticipated for this time period. DECEMBER 31 - Current programs will be maintained. One school program in each of Rosemount's four schools will be completed by this date.
