RE: ITEM FOR JUNE 5, 1990 COUNCIL MEETING
PUBLIC HEARINGS
`- Project #213 , 160th Street Watermain
The purpose of this public hearing is to consider the merits of extending a
12" watermain line from Chippendale Avenue to Biscayne Avenue in the north
ditch of 160th Street. While this project is feasible, there are two issues
that arose in a recent Staff ineeting that suggest that we should look at
another alternative to provide water to this area. First the Humane Society
has expressed an interest in obtaining the old City dump site south of town
for a site for a shelter. This site would require water that we could
provide from the existing main in Chippendale Avenue by extending it easterly
across the railroad tracks. The other situation arises that if we'would
install the watermain along 160th Street it would not provide as much benefit
to adjacent property as if it were installed further north thereby benefiting
property on both sides of the watermain. This would also work better for us
from an alignment standpoint because we would be paralleling an existing gas
pipeline along 160th Street from Highway 3 to about 1/2 mile east. The
pipeline company currently has an easement over this area and has indicated
that they may need to use some of this area for a future pipeline. We found
this out when we approached Gas Supply Company in an effort to obtain some
additional right-of-way so that we could place the watermain further away
from 160th Street thereby getting us away fram future roadway construction,
Taking these factors into account, I would recommend that Council open and
close the hearing, and authorize the preparation of a feasibility report to
investigate the advantages or disadvantages of going down 160th Street versus
installing the watermain along the north portion of Murgics parcel and Gas
Supplys' parcel and then turning it south to 160th Street between AAA Auto
Salvage and Knutson Rubbish new site. This report could be ready by the June
19th meeting and we could hold a new hearing July 3rd. This schedule would
only result in a two week delay in awarding a contract this August.
Recommended action for Council to cansider is to open and close the hearing
and authorize the preparation of a feasibility report to investigate the
alignment north of Murgics and Gas Supply Company.
