Project #199 , Pine Bend Trail Street Improvements
The purpose of this public hearing is to con'sider the improvements to Pine
Bend Trail. The improvements basically consist of repairing the existing
pavement and installing a bituminous overlay over the existing pavement and
adding bituminous paved shoulders. The original public hearing for this
project was held September 19, 1989. The reason for this second public
hearing is because the bids came in much higher than the estimated cost in
the original feasibility study. Our Consulting Engineers have provided an
explanation as to those increased cost and they are attached, along with
a recommendation ta bring these cost back in line with the original
feasibility report. I am in agreement with these recommendations. She most
significant one being reducing the removal of the cracked pavement and
placing new pavement down prior to the overlay. The basic reason for doing
this is to reduce future reflective cracking. Whenever existing pavements
are overlayed with new blacktop, the cracks in existing pavement will
eventually reflect up through the new overlay. By cutting back on removing
the cracked pavement, except for the most severe areas, we will have to seal
more cracks and probably earlier than if we had removed this pavement.
However, it would be much more cost effective to seal the cracks than it
wauld be to remove this pavement. For $65, 000, I would estimate I could
seal these cracks for 12-.15 years.
Even though we are more in line with the original feasibility report cost,
I took the liberty to increase the assessable cost so that we should be
covered when it comes time to assess this project. Assuming Council will
close the hearing and proceed with the project, it would be appropriate to
receive the bids and award the contract, which is included as a separate item
under new business.
Recommended action for Council to consider is to adopt the attached
resolution authorizing proceeding with the Pine Bend Trail Street
Improvements, Project #199.

Bids taken on April 27, 1990 for the above referenced project
resulted in a low bid of 5275,341. 63 from Ace Blacktop, Inc. The
low bid is approximately 48$ higher than the estimate of $185,000
which was given in the Feasibility Report.
Most of the additional cost is attributable to an increase in the
estimated patching and sealing quantities. After reviewing tkie
project with our staff pavement specialist, we felt that a higher
percent of the existing pavement may need to be replaced if
reflective cracking is to be minimized. Accordingly, patching
and sealing quantities were increased by approximately 65g over
the Feasibility Report quantities. A crack sealing fabric was
also added to increase the life of the overlay.
It should be pointed out that the quantities listed on the unit
price schedule are only estimates. The actual quantities would
be determined in the field, and may be reduced as appropriate.
In addition to patching and crack sealing, several other factors
have contributed to the extra cost. Signing, striping, and paved
shoulders were added to the contract. Bid prices for 1990 have
also been higher than projected.

As you requested, we have reviewed the Contractor's bid and have
found that there are several options available to the City for
cost savings on the pro�ect.
1. Reduce the amount of bituminous patching and crack sealing
by 50$. If bituminous patching and crack sealing prior to
the overlay is limited to the most severely distressed
areas, approximately $65, 000 could be savsd b�r the City.
Although much of the existing pavement is cracked,
deflection tests indicate that the structural strength of
the pavement is stili relatively high. The disadvantage to
not repairing minor cracks is that reflective cracking
through the overlay is more likely. Reflective cracking
increases future maintenance costs and decreases the overall
life of the pavement.
2. Substitute the Type 31 bituminous mixture for the bituminous
patching migture. The bituminous patching mixture (3/8"
� minus w/high oil content) is commonly used for repairing
small surface patches and large cracks because it tends to
be easier to place and it adheres better to the adjacent
pavement. If patching is limited to larger patches beneath

This could save the City approximately $10,000.
3. Minimize clearing and grubbing at Station 54+00, RT. The
intent of the clearing and grubbing at this location was to
provide a safer roadway via increased horizontal sight
distance. Adjacent industries have commented about poor
sight distance due to overhanging trees at this location.
From a safety standpoint, it would be best to clear all
trees and shrubs that restrict sight distance. However, if
the work is limited to clearing and/or limbing within ' the
right-of-way only, the City could save $17, 000 in clearing,
grubbing and turf establishment costs.

These changes could be incorporated into the project by Change
Order. The total potential savings would be approximately
592, 000, which would reduce the Contract Amount to about
$183,000. In addition, the City share would be reduced to
approximately $30,000. (Crack .repair and pavement patching are

CITY PROJECT #199
WHEREAS, the City Council of the City of Rosemount by a unanimous
vote ordered a feasibility report for Pine Bend Trail Street
Improvements, City Project #199; and
WHEREAS, the City Council has received and accepted the feasibility
report on September 19, 1989 on City Project #199; and
W�iEREAS, the City Council ordered and held a public hearing to
receive input on the project.
NOW THEREFORE BE IT RESOLVED, that the City Council of the City of
Rosemount hereby orders the improvements of Pine Bend Trail, City
Project #199.
ADOPTED this 5th day of June, 1990. '
