SPECIALIST DATEs APRIL 11, 1990 $UBJt 1990 DAROTA COUNTY CDBG FUNDING � In December of 1990, the Rosemount City Council approved the 1990 i Dakota County Community Development Block Grant Application ; designating funds for the acquisition and demolition of the Launderville home located at 14520 Burnley Avenue in Rosemount. Since the` approval of said application, several things haye taken place: ; 1. The Launderville. home was determined � uninhabitable and the water was shut off so ; as to prevent anyone from living there. 2. The City has received complaints that the + place is an "eyesore" and is "hazardous" . `, '�. The Laundervilles and their mortgage company ' have both indicated that they would like to proceed as quickly as possible. 4. The "Environmental Review" required by HUD for this sort of project to receive CDBG funding is taking longer than originally anticipated. Based on the above, the Rosemount EDA, at their April 3 , 1990, Regular Meeting, made a motion requesting that the City Council �; adopt a resolution requesting the removal of the Launderville � project from the 1990 Dakota County CDBG Application using the ; Dexterity Dental Arts, Inc. Redevelopment (Repairs, Inc. ) as a replacement. Attached for your information is a. project summary of the proposed Dexteritx Dental Arts, Inc. Community Development Block Grant Funding" (the "Application") . ,, , . �PHEREAS, the amendment will cause the project previously proposed �or 1990 CDBG funding, the Launderville Project, to be removed from the Application and replaced by ano•ther, the Dexterity Dental Arts, � Tnc. REDEVELOPMENT PROJECT . Larry and Rose Ihle are the owners of Dexterity Dental Arts, Inc. ! iocated in Rosemount. It is a growing company which specializes i in the manufacture of dental appliances. The Ihles have approached ! the City of Rosemount for possible assistance in relocating and expanding their business in downtown Rosemount. The site on which they would like to relocate is on 5outh Robert Trail and is currently owned by Mr. Arlyn Cope. " Said site houses Repairs, Inc. , an automotive repair shop, Southern � Motors, an auto sales business and a U-Hau1 rental service. Mr. ' Cope has shown an interest in working with the City of Rosemount regarding relocation procedures. Relocation to the current Ratzlaff 66 Service Station sited has been discussed. Such a move would allow for the redevelopment of Dexterity Dental Arts, Inc. on Mr. Cope's property. Upon City Council approval, $49, 000 of 1990 CDBG funds, originally designated for the Launderville Project, wouid instead be dedicated to the acquisition and clearance of Mr. Cope's buildings and to the relocation of his business. Staff has ordered appraisals for both � the Ihle property and the Cope property. They should be completed � by the end of April. � , a Because the CDBG Program is facilitated through HUD, the Rosemount City Council must approve all projects designated for those funds (even it' it is an EDA project as opposed to a City project) . ; ` Therefore, any funds in excess of ttie designated amount of $49,000 � for the Dexterity Dental Arts, �Inc.
