If Council is interested, I have copies of the plans and specifications in my office. A representative of our Consulting Engineering firm will be present to help answer any guestions you may have regarding these plans. While I am asking for plan approval, I am aware of concerns to maintain water in this pond. As a result, our Consultant and myself will be looking into alternatives to do so. We hope to be able to discuss this information at the meeting. RECOMMENDED ACTION: Motion to adopt resolution to approve plans & specifications and authorize advertisement of Bids, Valley Oak Pond Outlet Improvements, City Project #197. CITY OF ROSEMOIINT DAROTA COIINTY, MINNESOTA RESOLIITION 1990 - A RESOLIITION APPROVING THE PLANS AND SPECIFICATIONS ' AND AIITHORIZING ADVERTISEMENT fJF BIDS VALLEY OAR POND OIITLET IMPROVEMENTS CITY PRQJECT #197 WHEREAS, the Consulting Engineers for the City have prepared final plans and specifications for Valley Oak Pond Outlet Improvements, Project �197, and such plans and specifications have been presented to this Council for approval: NOW, THEREFORE, BE IT RESOLVED, by the City Couneil of the Gity of Rosemount, Minnesota: 1. Such plans and specifications are hereby approved and ordered placed on file in the office of the City Clerk. 2 . The City Clerk shall prepare and cause to be inserted in the official City newspaper and in the Construction Bulletin an advertisement for bids upon the making of such improvements under such approved plans and specifications for City Proj ect #197. - 3. The advertisement shall be published in each of said publications at least once not less than three (3} weeks before the date set for opening bids, shall specify the work to be done, shall state that bids will be publicly opened on October 26, 1990 at 10:00 o'clock a. m. at Rosemount Gity " Hall in said City and that no bids will be considered unless sealed and filed with the City Clerk and accompanied by a cash deposit, cashier's check, bid bond or certified check payable to the City Clerk for five (5%) percent of the amount of such bid. The retention pond would be designed to hold water on a full time basis during those years when rainfall - amounts were adequate. Three construction alternatives were identified: � 1. Installation of an overflow structure at the pond outlet. 2. Construction of an underflow structure ' at the pond outlet. 3. Overexcavation and lining of the pond bottom. OVERFLOW STRUCTURE Theoretically, an overflow structure such as a weir or sgillway could be constructed at the outlet to control the water level of the pond. However, an overflow structure constructed at an elevation higher than the existing outflow pipe would result in a loss of usable storage, and an increasa in the fload elevation. MINNESOTA WISCONSIN Memorandum September 18, 1990 Page #2 UNDERFLOW STRUCTURE An underflow structure such as a sluice gate could also be utilized to control the pond level. When the water alevation reached a predetermined elevation, City forces could open the sluice gate to prevent flooding. Unfortunately, the pond would have to be drained prior to the occurrence of a ma�or storm to prevent a shortage of usable storage. This type of storm is unpredictable, and it would be dtfficult to determine when to drain the pand. Therefore, this option is not recommended. OVEREXCAVATION AND LINING The third al-�ernative which was considered consists of overexcavation and lining of the pond bottom. The pond would be excavated to accommodate an additional 3.5 feet of standing water. This is the minimum depth recommended to prevent excessive maintenance due to siltation. An 18 inch clay liner wou2d also be installed in the pond bottom. A plastic liner could be used in place of the clay, but it would be more expensive. A minimum ten foot wide "step" around the perimeter of the overexcavation is recommended for safety reasons, In addition, this step gives the pond a "natural feel" . Sod, seed, and erosion mat materials would ali be utilized in different areas of the sloges to control erosion and establish turf. Machinery access to Pond No. 1 could be obtained via the 2t3 foot wide easement between Lots 1 and 33 of Block 4, or via Lot 16 of Block 4, which is currently vacant. The City would need to obtain a 30 foot wide temporary access easement across Lot 16, or obtain a waiver of trespass from the lot owner. The excavated material from Pond No. 1 would be disposed of by the contractor off-site. The clay liner material would have to Memorandum September 18, 199U Page #3 be trucked from off-site, unless suitable liner material was found in Ponds 2 or 3. Prior to the start of construction, it is reeommended that soil borings be taken in Ponds 1, 2 and 3 to determine if a suitable liner material will be available on site. The estimated cost for the soil borings is $1500. COST ESTIMATES The attached cost estimates for both a clay and a pl.astic lined retention pond are based on 1990 bid prices. The cost est3.rnates refiect the additional cost to the pro��ct for the extra work. These estimatea assume that the clay liner and the commnn excavation will be trueked to and from the site, respectively. The estimates do not include c�sts far easement acquisition or soil borings. The costs are also .based on a pond approximately 2 acres in size. If tr�e pond was reduced in size, the costs could be reduced proportionately. .
