Appendix A ii HISTORY OF ROSEMOUNT, MINNESOTA Rosemount is situated in a unique geological area, the terminal moraine of a glacier. The northern area is filled with many pothole ponds created by departing chunks of ice, while southern Rosemount is the glacial flood plain. There are numerous sand and gravel deposits in this area as well as acres of flat, open farmland. The southern region of Rosemount was once part of a seven mile, treeless prairie. Early pioneers were hesitant to venture into the prairie and settled in the wooded regions, yet soon realized that the prairie was better suited for farming. Often more than one family would settle together on land located in the woods and on the prairie to make the best use of both parts of the land. The Rosemount area was originally inhabited by the Lower Band Mdewanton of the Santee Sioux tribe. On August 5, 1851, Chief Little Crow, the leader of the New Ulm Indian uprising, signed a treaty at Pilot Knob, Mendota, turning the land over to the government. It doesn't take a visitor long to realize that there is a strong Irish tradition in Rosemount. The Rosemount high school teams are the Irish, the main street is called the Irish Way and a shamrock is featured on the Rosemount City flag. Leprechaun Days, an event celebrating the community's Irish heritage, is held annually at the end of July. The Rosemount area phone book is filled with names such as Corrigan, Duffy, Dunn, McDonough, McMenomy, Neary, etc. How is it that Rosemount has this strong Irish tradition? In 1853 , the first settlers, William and Walter Strathern and C.H. Carr came from Ireland by way of New York to stake their claim. They were followed soon after by many immigrants, most of whom were Irish Catholics. As the number of settlers increased, there came a need for community organization. On May 11, 1858, settlers met at the home of Thomas Dowd for the first township meeting. Coincidentally, this was the same day that Minnesota became a state. The main issue discussed at the first town meeting was the naming of the town: Rosemount or Saratoga? Years earlier, in 1855, the first post office had been named Rosemount by Andrew Keegan. Because of strong Irish sentiment and the fact that there is a village in Ireland of the same name, Rosemount was chosen. The first major road in the area was Dodd Road, commissioned by the State of Minnesota to be built by Captain William B. Dodd to link St. Paul with St. Peter, Minnesota. The first town itself was located along Dodd Road, but when the railroad came through there was a conflict between the railroad and certain individuals. As a result, in 1864, the railroad was 1 built a half mile east of Dodd Road and the town moved over to situate itself along the railroad. The railroad line at that time was the Minnesota Central which ran between Mendota and Faribault. The railroad put a 40, 000 bushel capacity elevator in town in 1867 and the new business district developed around it. The village was laid out in its present location by J.A. Case and incorporated in 1875. In 1876 the first town hall was built and by the 1880 census the population of Rosemount was 964 . A person could visit Rosemount overnight in 1855, when Mrs. Morrison opened the Prairie House Hotel and later opened a store in that same hotel. In 1859 a second hotel was opened called The Rosemount House. But it was not until the late 1860 's and early 70 's that the opening of many new businesses in the community was witnessed: in 1868, the first general store was opened by Frank Gallon; 1869, the first shoe store was opened by Gotlieb Schmid; in 1872, John Farquhar opened the tirst blacksmith shop; 1873 , the first hardware store was opened by G. Merril; and in 1875 a wagon shop was opened by John Guth, Peter Heinen opened a harness shop and the Dakota County Tribune started publication. The first Catholic church service was held in the summer of 1854 by Reverend Kidder at the home of William Semesall. In 1867 the Methodist church was built and a German Methodist church was constructed in 1874. The St. Joseph Total Abstinence Society was organized on February 16, 1873 by Father Oster, a Catholic priest. That same year saw the beginning of the Rich Valley Grange and the Hope Grange. Rosemount's first school house was built in 1858. Located on Dodd Road, it was 14 ' X 18 ' . School was held in summer only, and taught by Margaret Cummings. The eastern residents couldn't reach the school so Mrs. Walter Strathern started another school on their farm. In 1896 the first school within the village itself was built. Independent School District #196 has since reached large metropolitan proportions. During World War II, the Federal Government acquired 12 , 000 acres of farmland in Rosemount, displacing 90 families in 1942 . Construction of the Gopher Ordnance Works (a munitions plant) on the acquired land, began in May of 1942 by E. I. Dupont deNemours and Company. Twenty thousand workers and 856 new buildings were part of the project at a cost of $123 , 855,448. Operations of the war munitions plant, which was never fully functioning, ceased in April of 1945. At that time 8, 000 acres of the land were obtained by the University of Minnesota. Currently, the University of Minnesota 's Agricultural Research Station and the Dakota County Technical College are located on part of the site. In January of 1971 the village and township of Rosemount merged. Rosemount became a statutory city in January of 1975, with the current form of government being a mayor, city council, city administrator and city clerk. Today Rosemount faces the challenge of maintaining its rural, small town community atmosphere while meeting the challenges of its growing suburban population. 2 AGRICULTURE AND FARMING Metropolitan Agricultural Preserves Act of 1980 The purpose of this Act is to recognize farmland enrolled in agricultural preserves as a long-term land use. It attempts to protect metro farmland by placing it on equal footing with farmland in outstate Minnesota, which is not affected by urban pressures. In addition, Metropolitan area farmland is assessed according to its agricultural use, rather than its market value. It is intended to place an upper limit on the total tax rate so that the net tax is similar to farmland in nonurban parts of the state. The difference between what is paid by the landowner and what would have been paid without this tax ceiling is made up by the county. The Agricultural Preserves Act also places restrictions on government actions in order to protect farmland. Special assessments cannot be made for urban sewer and water systems and communities are prohibited from annexing neighboring farmlands unless specific conditions are met. Implementation of the Aaricultural Preserves Proqram The agricultural preserves program is implemented at either the county or city level. The City of Rosemount is responsible for management of the application process and enforcement of the Act' s requirements. The City has adopted a comprehensive guide plan that designates land for long-term agriculture by special zoning. The zoning for these areas permits no more than one dwelling unit per 40 acres. The Rosemount Planning Commission has adopted a resolution designating certain areas eligible for benefits under the agriculture preserves program. To participate in the program, landowners can obtain an application from the Rosemount City Planner. This form includes a restrictive convenant on the land and an affidavit from the City of Rosemount certifying eligibility of the land. The application is submitted by the City to the Dakota County Recorder, Auditor, Assessor, Soil and Water Conservation District and to the Metropolitan Council. The minimum land area for eligibility in the program is forty acres. Under certain circumstances, the minimum can be reduced to as little as twenty acres. Noncontiguous parcels of at least ten acres in size can also be eligible, if they add up to forty or more acres and are farmed together as a unit. Under the law, it is the land itself that qualifies for and is entered into the program, not the landowner. Although the land may change ownership, it remains in the program until it is removed through expiration. Areas in Rosemount which have been designated for the agriculture preserves program are indicated on the City of Rosemount Zoning Map. Further information regarding this program is available from the Rosemount City Planner. Universitv of Minnesota Rosemount Research Center The research center, located in eastern Rosemount, is the site of a great deal of research done with crops and farm animals for the betterment of the agricultural community. Citizens may obtain all vehicle license and transfers at the City Hall. Licenses for boats, snowmobiles and bicycles may also be obtained. PLANNING All the land within the City of Rosemount is zoned for specific uses to promote compatible land uses and the orderly development of the City. Development throughout Rosemount is done in accordance with the City of Rosemount Comprehensive Guide Plan. For information regarding planning, zoning and Planning Commission procedures, contact the City Planner. BUILDING A building permit must be obtained at the Rosemount City Hall to build, repair, demolish, etc. within the City. Contact the Building Official for futher information. CLIMATE The coldest month is January with a mean daily maximum temperature of 22 degrees F and a mean daily minimum of 2 degrees F. The average number of days between killing frosts is 167 and the average annual snowfall is 42 inches. The hottest month is July with a mean daily maximum temperature of 83 degrees F and a mean daily minimum of 60 degrees F. The number of days above 90 degrees F is approximately 14 and the average annual precipitation is 24 inches. There are three high schools (grades 9-12) , four middle schools (grades 6-8) , and 13 elementary schools. These schools serve all or part of Apple Valley, Burnsville, Coates, Eagan, Empire, Inver Grove Heights, Lakeville, Rosemount and Vermillion. More than 17, 000 students were enrolled in our schools in 1987-88 and more than 19, 000 are expected for the 1989-90 school year. Census projections indicate enrollment growth will continue through the year 2 , 000. In addition to educating thousands of the community's youth, District 196 offers a wide variety of programs for persons of all ages. There are also a variety of private educational facilities to choose from in the Rosemount area. The Dakota County Technical College, one of the largest technical colleges in Minnesota, is located within Rosemount. With a wide variety of programs to choose from, class times range from traditional daytime schedules to night and weekend classes. The Alternative Learning Center, an alternative school where teachers work with students that have dropped out of school and students that are at high risk of never receiving a high school degree, is located in Rosemount. 9 ENVIRONMENTAL PROTECTION PLAN (Reprinted from the Rosemount Comprehensive Guide Plan) Obiectives To guide land development in a manner which protects and preserves natural, scenic, environmental and historical resources. Plan Elements Although all of the land, air and water resources of the City are both valuable and finite, certain areas and features of the City are particularly sensitive and warrant special protection measures. These areas include: - wetlands, water bodies and floodplain areas - slopes in excess of 12% - soils with limited development capabilities - woodlands or other vegetative communities comprised of mature and/or rare plant species - wildlife habitat and corridors - historical sites and structures - groundwater recharge areas - prime agricultural lands - the Mississippi River Corridor (through the Mississippi River Corridor Ordinance) Environmental protection measures taken within the Mississippi River Corridor are described within the adopted Critical Area Plan; similar techniques are recommended on a City-wide basis, emphasizing site planning and subdivision controls. Environmental Protection Policies With respect to the following sensitive features, it shall be the policy of the City to: WETLANDS, WATER BODIES AND FLOODPLAIN AREAS l. Require protective easements on Type 3 , 4 and 5 (see Rosemount Comprehensive Guide Plan) wetlands in excess of 2 . 5 acres at the time of development. 2 . Prohibit the utilization of any Type 3, 4 or 5 wetland as a primary sediment trap during or after construction. 3 . Require minimum setbacks of new structures from Type 3 , 4 or 5 wetlands and all water bodies in excess of 2 . 5 acres. 4. Where possible, preserve Type 1 and 2 wetlands for utilization as wildlife habitat, open space and storm water detention. 5. Require appropriate DNR permits for any alteration of public waters and for discharge of stormwater into public waters. 10 6. Allow development of Type 1 and 2 wetlands only if preservation is clearly impractical, if it can be demonstrated that water quality and quantity will not be compromised and if wetland associated soil conditions are developable. 7. Continue to enforce the City's Floodplain Ordinance and the Mississippi River Corridor Ordinance (MRCO) , in addition to encouraging only open space land uses in floodplain areas, including the Mississippi River islands. STEEP SLOPES 1. Continue to enforce the MRCO as it relates to slopes in the Mississippi River Critical Area. 2 . Prohibit any development on slopes in excess of 40%. 3 . Prohibit place of on-site sewer systems on slopes in excess of 12%. 4 . Limit impervious surface coverage on lot with slopes in excess of 12%. 5. Recommend strict erosion control measures as an aspect of site plan review; such measures will be enforced during and after construction. SOILS 1. Require an accurate description and map of soil conditions for all proposed development (except single-family residential on a previously platted lot) as a condition of site plan preparation. 2 . Discourage non-agricultural development on prime agricultural soils in the Rural Service Area identified by the Soil Conservation Study (SCS) . 3 . Generally limit land use to open space (preservation, recreation or flood storage) in areas of severe or very severe soil limitations for urban development. 4 . Prohibit the construction of on-site sewer system in areas having severe or very severe soil limitations for such systems. 5. Encourage farming practices which minimize soil erosion and depletion. 6. Continue to cooperate with the Dakota County Office of the SCS and the Dakota County Soil and Water Conservation District in subdivision and major development reviews. VEGETATIVE COMMUNITIES 1. Preserve, at a minimum, representative examples of the three major natural plant communities in the City. 2 . Preserve woodlands and trees within the Mississippi River Critical Area consistent with the requirements of MRCO. il 3 . Require, as an element of site plan preparation, the identification of significant trees and stands of trees, percent of said trees to be preserved and trees to be planted. WILDLIFE HABITAT l. Preserve and protect the existing wildlife habitat in the Mississippi River Valley and the northwest area of the City through protective easement, open space, or park dedication. 2 . Support efforts to preserve and manage rare, unique, endangered and threatened plants and animals and prohibit any action that would reduce or degrade the habitat supporting such species, particularly wetlands, woodlands and prairie. HISTORICAL SITES AND STRUCTURES l. Require that all development or re-development proposals assess and, if necessary, mitigate significant impacts on historic sites or structures, as identified by the City or other agencies. 2 . Cooperate with and assist the State Historical Society in locating or evaluating historic sites and structures. GROUNDWATER RECHARGE AREAS 1. Protect groundwater recharge areas identified by the Metropolitan Council or other agencies from detrimental physical alteration or contamination through site plan review. PRIME AGRICULTURAL LANDS Please refer to the "Agricultural Land Use Plan" available at the Rosemount City Hall MISSISSIPPI RIVER CORRIDOR Please refer to the "Mississippi River Critical Area Plan" and the "Mississippi River Corridor Ordinance" available at the Rosemount City Hall. 12 FINANCING MECHANISMS The City of Rosemount finances a variety of projects through the sale of various types of bonds. Another method of financing projects is through the use of tax increment financing administered by the Rosemount Economic Development Authority. In addition, the City of Rosemount has access to Community Development Block Grant funds that are administered through the Dakota County Housing and Redevelopment Authority as well as a variety of grant and loan programs available through organizations such as the Minnesota Metropolitan Council and the Minnesota Department of Trade and Economic Development. Rosemount Housing and Redevelopment Authority The City of Rosemount established a Housing and Redevelopment Authority (H.R.A. ) in 1979 . The Rosemount H.R.A. in turn created a Redevelopment Project Area in which all tax increment districts formed by the H.R.A. and approved by the City of Rosemount are located (see attached map) . Both the H.R.A. and the Redevelopment Project Area were created to promote economic and residential redevelopment / development in the City of Rosemount. (For the legal definitions of Housing and Redevelopment Authorities in Minnesota, please refer to Minnesota Statutes, Chapter 469 . 001. ) Rosemount Economic Development Authority In February of 1990, the City of Rosemount created an Economic Development Authority (E.D.A. ) to increase the economic development ability of the previous H.R.A. All of the projects, powers, employees and officers of the H.R.A. were transferred to the E.D.A. After its inception, the E.D.A. created "Rosemount Development District Number One" to promote and encourage economic development in specific areas in Rosemount (see attached map) . (For the legal definitions of Economic Development Authorities in Minnesota, please refer to Minnesota Statutes, Chapter 469 . 090. ) Tax Increment Financina Tax increment financing is a funding technique that takes advantage of the increases in assessed valuation (tax capacity) and property taxes attributed to redevelopment / development to pay for public redevelopment costs. Tax increment financing may be used to provide public funds for: (1) redeveloping or rehabilitating deteriorated areas of the city; (2) facilitating the construction of low-moderate income housing; and (3) promoting economic development and providing employment opportunities. The difference in the assessed valuation (tax capacity) and tax revenues generated by the property in the district after new construction has occurred, compared with the assessed valuation (tax capacity) and tax revenues generated by the property before, is the tax increment. This difference in assessed valuation (tax capacity) and tax revenues, determined annually, is used to repay indebtedness or current redevelopment costs. 13 Communitv Development Block Grants (CDBG) A community development block grant is a federal grant awarded pursuant to Title I - Community Development of the "Housing and Community Development Act of 1974" and subsequent amendments. Block grant funds from the federal government are awarded to the Dakota County Housing and Redevelopment Authority and then redistributed to those cities whose funding applications receive approval. Rosemount, Farmington, Lakeville and Hastings form "District 4" of Dakota County's CDBG entitlement program. Each year two of these four cities apply to receive funding for various projects. Projects in the CDBG program must be utilized in one of three categories: benefit to persons of low and moderate income; aid in the prevention of slums and blight; and alleviation of an urgent community development need. Projects completed through the use of TIF and CDBG funding include the acquisition and clearance of 15 structures in ten years. The City and the Housing and Redevelopment Authority assisted in the acquisition and/or site development of 10 new businesses, 88 housing units, a senior citizen center, post office and various mainstreet beautification projects. Rosemount became a statutory city in January of 1975. The basic form of government is that of Mayor-Council with a City Administrator acting as the top Administrative Official . The Rosemount City Council consists of four council members with the mayor as chairperson. The City of Rosemount conducts its municipal elections on odd-numbered years to elect council members (council members have staggered terms) and a mayor at large. The length of the mayoral term is two years with the council member terms lasting four years. Every person 18 years of age or older who is a citizen of the United States, who has resided in the state for at least 20 days is eligible to vote. Voters may register in advance at the Rosemount City Hall or at the appropriate polling place on the day of the election. In addition, any registered voter may write or visit the City Hall for an absentee ballot any time up to the day of the election. Section 8 Existing Housinq: Section 8 HAP (housing assistance payments) housing program provides subsidies to eligible families against the rental cost of dwelling units they already occupy or that they find on the existing housing market, provided that the units conform to HUD's performance requirements and acceptability criteria. Section 8 Certificate Program: through the Section 8 Existing Housing Program, the certification issued upon acceptance of a tenant' s application for admission to a subsidized housing project. It confirms the tenant' s eligibility to occupy the project, and states the amount of subsidy to which he is entitled. Section 8 Voucher Program: through the Section 8 Existing Housing Program, the subsidy payment is made directly to the beneficiary of an assisted housing program. Section 8 Moderate Rehabilitation: HAP program housing which has been rehabilitated with a minimum expenditure of $1, 000 per dwelling unit, including a prorated share of work accomplished on common areas or systems to: (a) upgrade the housing to decent, safe and sanitary condition in compliance with housing quality standards acceptable to HUD, from a condition below those standards (improvements being of a modest nature and other than routine maintenance) ; or (b) repair or replace major building systems in danger of failure. 20 . Section 8 New Construction: HAP program housing (1) for which construction starts after execution of an agreement to enter into a HAP contract; or (2) which is already under construction before such execution provided that, at the time of application to HUD for the HAP subsidy and at the time construction was initiated: (i) a substantial, meaning generally at least 25 percent, of construction remains to be completed; (ii) construction cannot be completed and occupied by Section 8 HAP-eligible families without HAP program assistance; and (iii) all parties reasonably expected that construction would be completed and occupied without Section 8 HAP program assistance. Low Rent Housinq: Generally refers to low-rent public housing; Housing assisted under the provisions of the U.S. Housing Act of 1937 or under a state or local program having the same general purposes as the federal program. Section 236, Interest Reduction Proqram: [HUD-FHA] Authorized by the Housing and Urban Development Act of 1968 and later amendments; provides direct payments of subsidies to mortgage lenders and provides mortgage insurance for nonprofit, cooperative, builder-seller, investor-sponsor, and limited-distribution sponsors for the construction of rental and cooperative housing for persons of low and moderate income by providing interest-reduction payments to lower their housing costs. Families and individuals, including the elderly and handicapped, who are eligible to receive the benefits of the subsidies must fall within certain income limits as determined locally on a case-by-case basis. Families with higher incomes may occupy apartments but may not benefit from subsidy payments. Assistance payments are made monthly by FHA to the mortgagee and may bring the effective interest rate paid by the mortgagor to as low as l percent. Benefits received in this way are passed on to those families qualifying for assistance. Assisted families are required to pay for rent at least 25 percent of their adjusted income (income after certain allowable deductions. ) The mortgage term normally extends for forty years. Interest-reduction payments may extend for the full term of the mortgage. For individual families, assistance ceases when their income exceeds the maximum allowable for receiving the benefits of subsidy. The Housing and Community Development Act of 1974 provides for up to 20 percent of families in Section 236 projects whose incomes will not permit them to afford to pay basic rent to receive rent supplements in addition to receiving the benefit of the interest subsidy. The 1974 act also established a minimum rental equal to utility costs. This is incorrect. The property tax benefits of owning and occupying one's own home are reflected not just in the State Paid Homestead Credit, but also in calculation of the net tax capacity from the market value. Require the dedication of right-of-way for collector, parkway and local roadways. 2 . Require that accesses to major streets be spaced in accord with the standards outlined and encourage the use of joint access drives, private service roads, and coordinated on-site circulation systems to minimize the frequency of accesses. 3 . Require the elimination or a reduction in the number of existing accesses where redevelopment occurs. 4 . Utilize appropriate signage, traffic diverters, and others measures to minimize traffic volumes and discourage through traffic on local residential streets. 5. Require progressively larger setbacks for land uses adjacent to major streets from Collectors to Principal Arterials. 6. Protect future right-of-way for arterial streets from land use encroachments. 7. Cooperate with Dakota County, the Minnesota Department Of Transportation, the Metropolitan Transit Commission and adjacent communities in the planning and implementation of major streets and transit projects. Area Transportation ROADWAYS The City of Rosemount is served by Federal Highway 52 , State Highways 3 , 55 and 56, and County State Aid Highway 42 . The junction of CSAH 42 and Interstate 35 is only 10 miles from Rosemount. The various highways serving Rosemount give the community excellent highway access to the Twin Cities and the surrounding metropolitan area. Rosemount is serviced by MTC Route #46: pick up is at the "Park and Ride" lot. The bus leaves Rosemount at 6:59 a.m. and arrives in St. Paul at 7:41 a.m. It leaves St. Paul at 4 :52 p.m. and arrives in Rosemount at 5: 36 p.m. , Monday through Friday. To get to Minneapolis, persons can take the bus from Rosemount and change buses in Apple Valley. Rosemount, along with the cities of Eagan, Apple Valley, Burnsville, Savage and Prior Lake, has signed a joint agreement to opt-out of the current MTC bus system serving these communities. Together these cities formed the Minnesota Valley Transit Authority. The goal of the MVTA is to create a bus system which would allow for travel between those cities within the MVTA as well as to and from the major employment centers in Minneapolis, St. Paul, Bloomington and the International Airport. SPECIAL TRANSPORTATION DARTS, Dakota Area Resources and Transportation for Seniors, provides transportation to elderly and handicapped persons throughout Dakota County. AIRPORT The Minneapolis / St. Pau1 International Airport is approximately 15 miles from Rosemount. Flights include national and international, local and regional, air cargo and charter. The airport has a 10, 000 foot concrete runway. Navigational aids include all FAA aids required for an international airport. RAILROAD Rosemount is served by the Soo Line and the Chicago & Northwestern. The community is located on the main line and freight hauling, switching and piggy-back service are available.
