Approve Expenditure for Fire Department Personal Alert Safety Devices c CITY OF ROSEMOUNT EXECUTIVE 3UMMARY FOR ACTION , CITY COUNCIL MEETING DATE: November 20, 1990 . i At3ENDA ITEM: AGENDA SECTION: ` i Expenditure/Personal Alert Safety Devices CONSENT i PREPARED HY: AGENDA Nnn Scott Aker, Fire Chief y ; ATTACHMENTS; APPROF BY: i Bids and Specification Information This item is a request to spend $1, 404 . 00 to purchase 12 personal alert safety devices frpm Minnesota Conway Fire and Safety at a price of $117.00 each. Personal alert safety devices are :rmed priar to a fire fighter entering a burning structure. Should that fire fighter for some reason become motionless for 25 seconds while fighting the fire, the personal alert safety device will sounc alerting outside personnel that there could be a problem. Newer models alsa include heat sensing devices which indicate high temperatures or a rapid increase in temperatures indicating dangerous i conditions. NFPA standards and OSHA requirements do, at the present time, call for anyone invalved with interior fire fighting (which means the use of self- r contained breathing apparatus) be equipped with a personal alert safety ' device. -At the present time, the device which is required is only one that ; is activated by the lack of motion. The one that is activated by heat is not a requirement at the present tim. It is fl., howevex, tha this could be the new standard in the near future. For that reason we are recommending qoing with the motion and heat sensing madels. There is not a great difference in price between the 2 models when you look at the added safety features they will provide. We will eventually need a total af 24 of these units. It was planned that half of them would be purchased with the 1990 budget and' the other half with the 1991 budget. The money necessary for this expenditure is still available i.n the 1990 budget. ; RECOMMENDED ACTION: Mation by city council to allow the fire department to spend $1,4Q4.00 to purchase 12 personal alert safety devices.
