Geographic Informational Systems
I. What is GIS?
A. GIS is a graphic relational database
1. information contained in the database can be added,
edited, or deleted graphically
B. Data
l. aerial photography
a. existing (1972) topography maps stored in files
in engineering room
2. digitizing record plans
a. existing record plans stored in files in
engineering room and basement
3. typing information using keyboard
a. past information stored in central files,
microfilmed, or in basement
4. downloading computer files '
a. building inspection computer files store data
on building permits
II. How can we use this?
A. Items we are not doing or need to be done in a more
timely fashion
l. property data
a. County, State, University, Federal
(1) track histories of parcels
2 . inventories
a. streets, water distributian, sanitary and storm
sewer collection systems
(1) data on when improvements went in and when
last repaired
b. parks, wetlands, open areas
(1� track DNR regulated wetlands, types of
vegetation
3 . maps
a. street, zoning, topography, 1/2 section plat,
, comprehensive guide plan
(1) immediate updating
4. fire, civil defense pre-plans

B. Much easier and cost effective to maintain a database
once its developed
7.. starting now would mean less costly input time in
the future
III. Where are we now?
A. Dakota County
1. has GIS software (Ultimap) and hardware
2. completed some aerial photography fdr Burnsville and
: Apple Valley
a. planning on finishing Burnsville and Apple
Valley; also some of Eagan
3. scheduled to begin flying Rosemount this spring
a. out for RFP's now
' 4. provides horizontal control for photography
B. City of Rosemount
1. responsibilities
a. cost share
(1) for Dakota Electric service area - split
equally between County, DEA, and City
(2) for rest of city - split 50/50 with County
(3) might be possible to get other private
utilities to contribute, sueh as NSP,
Peoples, Minnegasco, etc.

IV. Where are we going?
A. Fly entire city this year, if funds are adequate
1. have up todate information
I 2. cost participation may not be around in future
B. Hardware and software (workstation)
1. purchase if enough funds leftover from photography
2. wait until 1991 if not
3 . County will make any hardcopies of information we
want until we qet workstation
C. City base map could be ready by end of this year
D. Staff will be coming back with request to use 1990 CIP
budgeted monies to participate in aerial photography and
digitizing
1. hardware ancl software purchase
� a. possibly in 1990 if enough funds are left over
from the aerial photography and digitizing
