This item consist of approving the specifications and authorizing an .
advertisement for a bid openinq on April 13, 1990 at 11:OQ a.m. This item
is covered in the 1990 C.I.P. and is a replacement of an existing
tractor/mower we have. The existing mower is a 1976 Ford tractor with a
1985 Mott roadside mower attached to it. Roadside mowers do take a lot of
wear and tear therefare it would be appropriate to replace this item in
1990. In addition, the mower is attached ta the tractor using a speciaZ
frame, making it impractical to switch the frame to anqther tractor:
In addition to the replacement of the tractor and roadside mower, we are
proposing to purchase a sweeper that mounts in the front of the tractor.
The tractor specified is a four-wheel drive and with a sweeper will be able
to sweep the skating rinks in the winter time. Also, we have found a steel
fabricator who will construct a wing that will fit on the mower frame, once
the mower has been removed, that will allow the Parks Department to sweep
and push the ice sweepings aside, thereby making rink sweeping much mare
efficient.
The unit speeified comes with a cab that has a heater and air conditioner.
We feel this is neeessary for operators safety and eomfort. The c�b will
provide a quieter operating surrounding for the operator and also eliminate
the chances of debris being blown up or flying up into the operators face
during summer and fa11 mowing operations. In the winter ta.me it will
protect the operator from the bitter cold when they ar� cleaning the ice
rinks.
The 1990 C.I.P. budget has $31, 000 in it for this item. The purchase of
this item should run right around $30,Q00. We do plan to trade in the old
unit along with some miscellaneous equipment we had for the tractor, such
as, a loader, a posthole digger, and grappling hooks.
If Council has any questions or coneerns regarding this item, please feel
free to contact either myself or Bob Raddatz regarding this.
Recommended action for Council to consider is to approve the specifications
and authorize an ad for bid for a ba.d opening for a traetor/mower/sweeper
for April 13 , 1990 at 11: 00 a.m.

A. GENERALS
The four-wheel drive utility tractor with cab, sweeper, wing and
rear mounted mower shall be a currently advertised model complete
and ready for service. The unit shall be equipped with all standard
equipment, as currently advertised by the manufacturer whether or
not specifical.ly mentioned 3.n these specifications, in additivn to
all other equipment called for in these specifications. operating
data, engine specifications shall conform or exceed SAE (Society of
Automotive Engineers) . The unit shall conform in all ways with the
current requirements for the Occupational Safety and Health Act of
1973 (State of Minnesota) . The required bidder will be required to
certify compliance with aforementioned acts. �11 equipment must
equal or exceed the listed items.
B. C�NTRAGTUAL AGREEMENT
The City shall issue a signed purchase order as acceptance of the
successful bidders proposal.
The purchase order shall state the price and items to be purchased.
All terms and conditions stated on the purchase order as well as the
BID FORM and these specifications will constitute the enti�e and
integrated agreement between parties and hereto supersede all
negotiations or agreements either written or oral made prio�^ by any
party having any interest in this purchase.
Delivery of the unit shall be on or before the date entered on the
BID FORM. Failure to meet the delivery date will result in the
assessment of liquidated damages in the amount of Fiftv Dollars
!$50. 00) per calendar day. The liquidated damages shall nat be
considered a penalty. Payment shall be made no later than 30 days
after delivery, start-up, and operation of the complete unit.

Brush Lift:
Lift shall be by means of a heavy duty
single acting hydraulic cyZinder

all its components must be designed to

of an 84 inch heavy brush. The lift
shall be capable of raising the brush
eight (8) inches above ground level.
Hydraulic System:
Hydraulic system shall have 20 gpm
capacity complete with pump, tanks,
and valves for maunting. Brush shall
be powered by two orbital hydraulic
motors mounted direetly to the core by
means of keyed tapered shafts and
lubs. Controls for hydraulic lift,
run and angle from 30 degrees right to
