A�prove Spec's�Authorize Ad for Bid, Bituminous Paver
This item consist of approving specifications and authori2ing advertisement
for bid opening for April 13, 1990 at 10s00 a.m. for the purchase of a
bituminous paver. Although this item was not specif,ically mentioned in the
1990 C.I.P. , we propose to replace the crack sealing equipment with the
bituminous paver. After careful consideration we feel that the City would
benefit the most from having a bituminous paver rather than crack sealing
equipment.
one of our reasons for not purchasing crack sealing equipment is because I
have found out that Farmington has just purchased all the equipment. In
past conversation with the Farmington Public Works Direetor I received a
great deal of interest from him regarding having Farmington work with us
for crack sealing while we would assist Farmington if we should purchase a
bituminous paver. Another reason is because we would realize a much
greater cost savings should we purchase a bituminous paver. The cast to
hire a crew to come in and patch using a paving machine runs about $7.50 a
square yard. I would estima�e materials alone would run about $2 .00 a
square yard. Having a bituminous paver would also give us the flexibility
to patch areas where we have dug out t�e bituminous in a more timely
fashion than having to wait for a contraator to arrive. We estimate the
purchase of this self-propelled bituminous paver to be about $29,Q00. This
would include the purchase of a trailer to haul the paver and our existing
roller araund with. We would need to ask Couneil to give us permission to
go beyond the $20, 000 budgeted for the crack sealing equipment. We would
propose we use some excess C.I.P. money that may be available afte�
purchasing C.I.P. items. For instance, our total new truck purchase wi11
run us about $63r000. We had $78,000 in the C. I.P. budget which leaves us
$16, 000 in excess. We also will be selling the old 1974 single axle dump
truck and equipment that we expect to get between $4,000-$5,Q00 for.
We would like to recommend Council approve specifications and authorize ad
for bids for this bituminous paver because not only can we use it in the
Public Works Department, we could use this paver to construct bike trails,
pave parking lots, overlay tennis and basketball courts, etc. If any of
the Council has any questions regarding our potential uses or the
specifications of this item, either myself or Bob Raddatz would be happy to
answer them.
Recoanmended action for Council to consider is to approve the specifications
and authorize advertisement for bids for a bid opening of April 13, 199Q at
10: 00 a.m. for the purehase of a self-propelled bituminous paver.

A. GENERALi
The power box self-propelled asphalt paver shall be a currently
- adve�tised model complete and ready for service. The unit shall be
equipped with al.l standard equipment, as currently adv�rtised by the
manufacturer whether or not specifically mentioned in these
specifications, in addition to all other equipment called for in
these specifications. Operating data, engine specifications shall
conform or exceed SAE (Society of Automotive Engineers) . Paver
shall conform in all ways with the current requi'rements for the
occupational Safety and Health Act of 1973 (State of Minnesotaj .
The required bidder will be required to certify compliance with
afarementioned acts. All equipment must equai or exceed the listed
items.
B. CONTRACTUAL AGREEMENT
The City shall issue a signed purchase order as acceptance of the
suceessful bidders proposal.
The purchase order shall state the price and items to be purchased,
specifically the base bid and any options listed. All terms and
conditions stated an the purchase order as wel]. as th� BID FORM and
these specifications will constitute the entire and integrat�d
agreement between parties and hereto supersede all negotiations or
agreements either written or oral made prior by any party having any
interest in this purchase.
Del.ivery of the unit shall be on or betore the date entered on the
BID FORM. Failure to meet the delivery date will result in the
assessment of liquidated damages in the amount of Fifty Dollars
�550.00� per calendar day. The liquidated damages shall not be
considered a penalty. Payment shall be made no later than 30 days
after delivery, start-up, and operation of the comglete unit.
