Authorize Feasibility Study for Diamond Path Improvements, Citv
Proiect 212
This item consist of adopting the attached resolution authorizing
preparation of feasibility report for Diamand Path Street Improvements.
This memo provides some background on this item and also recommended action
for Council to take.
Dakota County Highway Department is proposing to reconstruct Diamond Path
from just south of 145th Street to just north of Connemara Trail or 140th
Street. This project is in their plans for construction in 1990. The
County has already proceeded in same preliminary plans for this
reconstruction. This feasibility report would include estimated costs to
the City, statement on the feasibility of the project and proposed
financing for this project.
Although the Dakata County Highway Department is responsible for the design
and constructian administration services for this pro�ect, it is up to ths
individual Gitys� to provide information for the storm sewer planning. The
Apple Va11Ey Public Works Director and myself feel it would be reasonable
for Rosemount to be responsible for the northerly half of the storm sewer
design while City of Apple Valley would be responsible for the southerly
half of the storm sewer design. This basically relates to existing
drainage characteristics, the reason being the southerly half drains
naturally towards Apple Valley while the northerly half drains on the
Rosernount side.
We anticipate to assess a portion of this project to the Baptist Church
property. The U. S. Homes property has fulfilled its obligation for major
street improvements by paying for Connemara Trail. Because this will be an
assessable project that is initiated by Council, it will take a 4/5
majority of Councilmembers to proceed with the project after the public
hearing has been held. At this time however, the simpie majority (3/5) of
the Council vote is required to proceed with the feasibility study.
Recommended action for Council to consider is to adopt the attached
resolution authorizing the preparation of the feasibility study for Diamond
Path Street Improvements, City Project #212.

mHEREAB, the City Council of the City of Rosemount deems it
necessary to investigate the feasibility of street improvements on
Diamond Path, City Project #212.
NOW THEREFQRE BE IT RESOLVED, the City Engineer is directed to have
the necessary feasibility report p�epared for Diamond Path Street
Improvements, City Project #212.
ADOPTED this 20th day of March, 1990.
