Dear Mayor Napper:
Please accept this letter as reaffi.rmation of the
absolute commitment of the Minnesota State Armory Building
Commission and the Minnesota Army National Guard to proceed
with the Division Headquarter's armory project in the City of
Rosemount utilizing every resource available.
I am also pleased to provide the City of Rosemount with
the attached copy of two resolutions of financial s
. u ort
which were passed unanimously at a special meeting ofpthe
Minnesota State Armory Building Commission held to discuss
the Rosemount armory project.
My entire staff and myself are extremely excited with '
the potential this project has not only for the National
Guard in providing a modern, model training facility, but
also for the Rosemount community in providing a beautiful
facility for use by the entire citizenry. The citizen-
soldiers in the Rosemount area and throughout the sntire
metropolitan area look forward to the community partnership
this facility will foster.
On behalf of the MSABC and the Minnesota Army National
Guard, I hope this project can continue forth. We look
forward to working with you to design this facility
consistent with the needs of both the City of Rosemount and
of the Army National Guard.

The following resoluti,on was moved fbr adoption by
Brigadier General Cox and seconded by Brigadier General
Delgehausen. After discussion the resolution was adopted by
unanimous vote:
WHEREAS, the Minnesota State Armory Buil�ding Commission
(MSABC) and the Minnesota Army National Guard require a
suitable site for a Division headquarters armory, and
WHEREAS, the MS.ABC has requested the City of Rosemount
accept the Division headquarters armory instead of a
battalion headquarters armory and to increase the level of
local construction funding from an estimated $387,500. 00 to ''
$878,125.00, and
WHEREAS, the MSABC recognizes the increased financial �
burden to be borne by the City of Rosemount, and
WHEREAS, the MSABC is appreciative of the donation of
a suitable site by the City of Rosemount and the enthusiastic
support of the City Council Task Force for the larger
project,
NOW, THEREFORE, BE IT RESOLVED, that the MSABC will
devote $100,000. 00 from the sale of the Minneapolis Armory as
additional State funding to offset the share of local funding
for construction otherwise to be borne by the City of
Rosemount.

The following resolution was moved for adoption by
Brigadier General Kazek, seconded by Colonel LeBlanc and
after discussion adopted by unanimous vote of the Minnesota
State Armory Building Commission: .
WFiEREAS, the MSABC recognizes that the City of Rosemount
will undertake a significantly increased burden of funding
the local share of construction of a proposed Division
headquarters armory, and
WHEREAS, the City of Rosemount has requested that the '
MSABC and the Department of Military Affairs examine the
possibility of state assistance in financing the armory
project at a level higher than traditionally undertaken, and
WHEREAS, the MSABC recognizes the need to seek
additional state funding for this particular project, �
NOW, THEREFORE, BE IT RESOLVED, that the MSABC will
propose to increase the level of lease payments from the
State of Minnesota to a ievel $5000 . 00 per year over the
amount determined to be necessary to service the normal state .
share of bonded indebtedness .
