Pay half cost of one environmental engineer for the City (USPCI funds will pay other) plus one secretary. 5. Use water system at University now - don't add big tank at Old City Hall. Up size wells at Incinerator or have County pay their cost of wells to City, and plug into system for municipal on east side - 2nd tower on University site (N.E. corner) for all East Rosemount which would initially provide fire protection water from hydrants then to extend to complete system for industrial development. 6. Implement a weekly report of operations at the plant for public information and monitoring system similar to Swedish approach. This must be seen as local project - where people have access and knowledge of its day to day operation. 7 . Fund separately (or additionally as part of staffing in #4, the cost of seminars, conferences etc. for city staff on Solid Waste Management with an annual cap an this of $5000. 8.
