DAROTA COIINTY RESOIIRCE RECOVERY PROJECT
� HOST COMMIIHITY
1 . Base Rate $1 . 50 per ton at opening of facilitp
rate. This rate to increase along with dumping
fee rate to facility : example - if opening day
rate is $75.00/ton $1 .50 would be 2Z of total
If $75.00 goes up to $80 (7� increase per ton)
the $1.50 would increase to $1 .61 , �
At 800 tons per day X SZ X 6 = 249 , 600 tons/yr.
249 , 600 X 1 .5 = $374,400�yr .
249 , 600 X 1 .b1 = $401 , 856/pr .
249 , 600 X 2.00 = $499 , 200/pr .

2. Secondarp Rate - � estimated ta�` which would be paid if plant
was private - to be reduced bp� SO cents on the dollar for
taxes generated off of new private/taxable propertp on
University site. �
3. No cost to city to upgrade any of designated haul roads and
160th as it runs through University Property.
4 . Pay half cost of one environmental engineer for the City
(USPCI funds will pay other) plus one secretary.
5. Use water system at University now - don't add big tank at
Old City Hall.
Up size wells at Incinerator or have County pay their cost
of wells to City, and plug into system for municipal on east
side - 2nd tower on University site (N.E. corner) for all
East Rosemount which would initially provide fire protection
water from hydrants then to extend to complete system for
industrial development.
6. Implement a weekly report of operations at the plant for
public information and monitoring system similar to Swedish
approach. This must be seen as local project - where people
have access and knowledge of its day to day operation.
7 . Fund separately (or additionally as part of staffing in #4,
the cost of seminars, conferences etc. for city staff on
Solid Waste Management with an annual cap an this of $5000.
8. Locate MRF at this site. If it is county owned - fees to
city based on amount recycled.

14. Requirements for research or development associated with
recycling and waste management. We should force county to
spend an amount for their own or private research and
development.
15. Committee made up of citizens, county and city
representative on operation of plant.
16. Create TI district on 1100 acres ��- piece at a time.
