An evaluation of the Park Dedication FormulIa is compled at the
November meeting of the Parks & Recreation Committee a,ch year. The
last increase in the dedication formula was in December of 1989 when it
Was raised from $ 8,000.00 to the present amount of $ 10,000.00.
Our present formula uses a land value of $10,000.00 per acre. At the
November 19, 1990 meeting the recommendation of the Parks & Recreation
Committee was to increase the land value in the formula to $12,000.00
per acre.

NOTE: It is important to note that no matter how high the dollar
amount in the formula would be set at that the total amount of 'Land to
be dedicated would not change. The increase in the dollar value comes
into play only when cash is required in lie of land dedication.
RECOMMENDED ACTION:
Accept the recommendation of the Parks & Recreation Committee and
to change the resolution adopting land values for the cowlection o
Park Dedication fees in the City of Rosemount to $ 12,000.00.

RESOLUTION 1990 -
A RESOLUTION ADOPTING LAND VALUES FOR THE
COLLECTION OF PARK DEDICATION FEES
IN THE CITY OF ROSEMOUNT
WHEREAS, the City Council of the City of Rosemount has adopted a Subdivision
Ordinance for the City (Ordinance No. XVII.4), and this ordinance sets out
requirements for the dedication of land and/or monies for the establishment
and development of parks, playgrounds or other public use exclusive of
property dedicated for streets and other public ways in the City; and
WHEREAS, the City Council of the City of Rosemount has amended this
Ordinance by adopting Ordinance XVII.86 to establish new guidelines and
requirements for the dedication of land and/or cash payments for parks,
playgrounds and other public use exclusive of property dedicated for streets
and other public ways; and
WHEREAS, this amended ordinance allows for the setting of certain land
values and cash amounts by Council resolution; and
WHEREAS, the City Council of the City of Rosemount has received and reviewed
information on land values, dedication formulas and cash contribution
amounts;
NOW THEREFORE BE IT RESOLVED, that the following land values be set for the
dedication of land and/or cash contribution for:
(1) New residential subdivision - $12,000.00/acre;
(2) Commercial subdivision - $22,000.00/acre;
(3) Industrial subdivision - $22,000.00/acre.

Comparison Study of Park Dedication Fees
This attached page will show the present park dedication fees of
various cities and how their dedication amounts compare to Rosemount's
formula.

Apple Valley was the only city from the study that used an actual
formula. Other cities had a set value in the dedication per housing
unit.
Apple Valley used the value of $ 20,000.00 per acre in their formula
for this year and are not planning to make a change for 1991.
The increase in land value in our formula from the present rate of
$10,000.00 per acre to that of $12,000.00 will increase the cash
dedication by approximately s 80.00 per unit.

;ECTION 3. Subsections "b" and "d" of Subdivision 5.7 of Ordinance XVII.4 is
ded to read:
b. Dedication. In all new residential subdivisions, the City shall require
that a sufficient portion of such land be set aside and dedicated to the
public for parks, playgrounds or other public use exclusive of property
dedicated for streets and other public ways. It shall be presumed that a
sufficient amount of land has been dedicated for parks and playgrounds
for the present and future residents of the subdivision. If the
subdivider dedicates at least 1/25 of an acre per dwelling unit that can
be constructed in the subdivision. The City upon consideration of the
particular type of development proposed in the subdivision may require
larger or lesser amounts of land to be dedicated if the City determines
that the present and future residents of the subdivision would require
greater or lesser amounts of land for such purposes. The City shall
determine whether a cash in lieu of land dedication is appropriate. The
amount of the cash dedication shall be determined by multiplying the
number of acres otherwise required to be dedicated by the average value
of comparable undeveloped land set by resolution of the City Council.
In all new commercial and industrial subdivisions, it shall be presumed
that a sufficient amount of land has been dedicated to serve the needs
of the resident and working population if the subdivider dedicates at
least five percent (57c) of the land in the subdivision for parks,
recreation and usable open space. The City upon consideration of the
particular type of development proposed in the subdivision may require
larger or lesser amounts of land to be dedicated if it determines that
the present and future residents of the subdivision would require greater
or lesser amounts of land for such purposes. The City shall determine
whether a cash in lieu of land dedication is appropriate. The amount of
cash dedication shall be determined by multiplying the number of acres
otherwise required to be dedicated by the average value of comparable
undeveloped land set by resolution of the City Council.
d. Pedestrian Ways and Trails. The City shall define a meaningful
pedestrian circulation system for each development, which connects to
the major trail system, parks, schools and shopping areas. Subdividers
shall be required to install such sidewalks and trails as determined by
the City and according to City standards. Pedestrian improvements
required by the City are in addition to the land dedication in subsection
b.
