RE: Police Li:eutenant Promotion Recommendation
On May 22 , 1990 I sent a letter to Sergeants 0'Leary and
Kuhns informing them that according to Rosemount Police
Guidelines , they were both eligible candidates for the
upeoming Police Zieutenant vacancy.
Following �he guidelines of the 1989 Rosemount Police
Department, an Oral Board conducted a special interview
today.
- Two Rosemount Police Sergeants, James D. 0'Leary and Dwayne
K. Kuhns , were interviewed bv the Board. ' Each candidate
was asked the same questions and scored. Both applicants
received a high rating from the Board. Sergeant Dwayne
K. Kuhns received the highest score.
It is my recommendation to promote Dwayne K. Kuhns as
Lieutenant effective June 24 , 1990 based on his past
performances and interests in the Rosemount Police Department.
Dwayne has shown the leadership needed ior the position
of Lieutenant_

As you are aware, I will be assuming the role of Police Chief
on July 8, 1990.
Our City �dministrator, Steve Jilk, has given his approva� for
me to seek a replacement for the lieutenant pos3tion. Therefore,
following the guidelines set .forth in the 1989 Rules and
Requlations of the Rosemaunt Police Department. I am pleased to
inform you that you meet the requirements as one of two candidates
for the position. The testing part of the requirement will be an
oral test only. The Oral Board will consist of two-three high
ranking officers or chiefs from outside police agencies. I wiil be
asking Mr. Jilk to also be a part of the Ora1 Board.
I would like a reply by June 1, 1990 of your interests in the
position along with a resume ( for the Oral Board} to explain your
qualifications.
If you have any questions, comments or complaints about this
procedure, please feel free to contact me at your convenience.

- 13 years law enforcement experience including full-time baekground; gart-time, and reserves
- Specialized trainic�g including narcoties investigation, child protection, bias motivated crime,
tactical training, identi-kit course, firearms instructional course including legal issues
- Diverse supporting background dernonstrated through administrative projects - space needs study,
development of evidence room procedures, solicitatian of funds for department equipment,
coordination of internships, serving as tiaison with police reserves
- Extensive experience as U.S. Customs Ittspector serving to enhance 1aw enforcement skills
- Good knowledge of city of Rosemount and various departments within the city
t am a graduate of inver Hills Community College where I specialized in Law Enforcement, and
have attended Police Acaderny Training at the Federal Law Enforcement Training Center in
Giynco, Georgia.
