Cliff Carlson, a partner of Carlson Farms, owner of Lot 3 , Block 2 ,
South Rose Park Addition Replat, has submitted a preliminary plat
for South Rose Park 3rd Addtion. This proposed plat involves
replatting of a 3 . 8 acre lot within South Rose Park Addition Replat
which is situated at the intersection of Chippendale Avenue and
Carousel Way.
The City has previously amended the Comprehensive Guide Plan to
redesignate the property from High Density Residential to General
Commercial land use designation. The current site zoning is R-3
Multi-Family Residential. Mr. Carlson has also petitioned the City
to rezone the property to C-4 General Commercial. The property abuts
other property zoned C-4 which is situated to the north (Detlefson
Medical Bldg. & Rose Park Mechanical Bldg. ) .
The plat as proposed is in conformance with zoning and subdivision
ordinance requirements for the C-4 General Commercial District. Park
and Recreation Director, Dave Bechtold has recommended that the City
require cash in lieu of land to meet park dedication requirements.
Based upon a 3 . 8 acre commercial subdivision a cash payment of $4 , 180 .
is required.
The Planning Commission has recommended approval of the approva? of
rezoning of the proposed South Rose Park 3rd Addition. The Commission
has recommended approval of the South Rose Park 3rd Addition
Preliminary Plat subject to: rezoning to C-4 General Commercial and
payment of $4 , 180. cash in lieu of land park dedication prior to City
release of final plat.
Discussion at the August 28th Director' s Meeting resulted in three
additional recommendations: the need for a detailed drainage/storm
sewer evaluation, access restriction on Chippendale Avenue and the
removal of the house and farm structures on Lot l.
RECOMMENDED ACTION: A motion to approve Approved by�
A RESOLUTION GIVING APPROVAL TO THE SOUTH ROSE
PARK 3RD ADDITION PRELIMINARY PLAT AND SETTING
OUT CONDITIONS FOR FINAL PLAT APPROVAL.

A RESOLUTION GIVING APPROVAL
TO TH8 8C?UTH R08E PARR THIRD ADDITION PRELIMINARY PLAT
AND BETTIN(3 OUT CONDITIONS FCiR FINAL PLAT APPROVAL
WIiEREAB, the City of Rosemount has received a Preliminary Plat
for the following legally described property: ' Lot 3, Block 2,
South Park Addition Replat.
WHEREAS, the Planning Commission of the City of Rosemount has
reviewed said Preliminary Plat and submitted its recommendation to
the City Council; and �
wHEREAs, the required public hearing and notifications have been
completed.
NOW THEREFORE BE IT RESOLVED, that the City Council of the City of
Rosemount approves the South Rose Park Third Additian Preliminary
Plat, subject to the following:
1. A executed Subdivision Development Contract which addresses the
following issues: removal of existing house, installation of
utilities to serve Lot 1 prior to reconstruction of Chippendale
Avenue, and restriction of access to Chippendale Avenue.
2. Modif�cation of preliminary plat to include ten foot wide
drainage and utility easements along all 1ot boundaries;
4. Detai�ed Engineering recommendations regarding impact of sk:c�r►
water runoff;
5. Rezoning to C-4 General Comrnercial District;
6. Payment of $4, 180.00 cash in lieu of land park dedicatian prior
to City release of Final Plat.
