Cliff Carlson, a partner of Carlson Farms, owner of Lot 3 , Block 2 ,
South Rose Park Addition Replat, has petitioned the City to rezone the
the proposed South Rose Park 3rd Addition from R-3 Multiple Residential
to C-4 General Commercial . This proposed rezoning involves an 3 .8 acre
lot within South Rose Park Addition Replat which is situated at the
intersection of Chippendale Avenue and Carousel Way.
The City has previously amended the Comprehensive Guide Plan to
redasignate the property from High Density ?'esidential to General
Comkmercial land use designation. Mr. Carlsan has proposed replatting of
the property into three commercial lots. The property abuts
oth�r property zoned C-4 which is situated to the north (Detlefson
Medical Bldg. & Rose Park Mechanical Bldg. ) .
RECOMMENDED ACTION: Withold adoption of the Approve�. by:c�
attached ordinance until the final plat conditions
have been met.

AN ORDINANCE AMENDING ORDINANCE B
CITY OF ROSEMOUNT ZONING ORDINANCE
THE CITY COUNCIL OF THE CITY OF ROSEMOUNT, MINNESOTA ORDAINS AS
FOLLOWS:
SECTION 1. Ordinance No. B, adopted September 19, 1989, entitled "City of Rosemount
Zoning Ordinance," is hereby amended to rezone #rom R-3 Multi-Family Residential to C-4
General Commercial the following described property located within the City of Rosemount,
Minnesota to-wit:
South Rose Park 3rd Addition
SECTION 2. The Zoning Map of the City of Rosemount referred to and described in
said Ordinance No. B as that certain map entided, "Zoning Map of the City of Rosemount,"
shall not be republished to show the aforesaid rezoning, but the Clerk shall appropriately mark
the said zoning map on file in the Clerk's office for the purpose of indicating the rezoning
hereinabove provided for in this Ordinance and all of the notation references and other
information shown thereon are hereby incorporated by reference and made a part of this
Ordinance.
SECTION 3. This ordinance shall be effective unmediately upon its passage and
publication according to law.

for consideration of rezoning of the proposed South Rose

NOTZCE IS HEREBY GIVEN, the City Council of the City of Rosemount
will hold a Public Hearing to eonsider the item listed below on
Tuesday, September 4, 1990, in the Council Chambers af the City
Hall, 2875 145th Street West, beginning at 8: 00 p.m. or as soon
thereafter as possible. The Public Hearing listed below pertains
to the following described property:
Lot 3, Block 2, South Rose Park Addition Replat
The purpose of this hearing is to consider rezoning of the proposed

Commercial. The property effected by this subdivision is a 3. 8

A RESOLIITION GIVING APPROVAL
TO THE SOU1H ROSE PARR THIRD ADDITION PRELIMINARY PLAT
AND SETTING OIIT CONDITIONS FOR FiNAL PLAT APPROVAL
WSEREAS, the City of Rosemount has received a Preliminary Plat
for the following legally described property: Lot 3, Block 2,
South Park Addition Replat.
WSEREAs, the Planning Commission of the City of Rosemount has
reviewed said Preliminary Plat and submitted its recommendation to
the City Council; and
W�iEREAS, the required public hearing and notifications have been
completed.
NOW THEREFORE BE 2T RESOLVED, that the City Council of the City of
Rosemount approves the South Rose Park Third Addition Preliminary
Plat, subject to the followin�:
1. Anexecuted Subdivision Development Contract which addresses the
following issues: removal of existing house, installation of
utilities to serve Lot 1 prior to reconstruction of Chippendale
� Avenue, and restriction of access to Chippendale Avenue.
2 . Modification of preliminary plat to include ten foot wide
drainage and utility easements along all lot boundaries;
4 . Detailed Engineering recommendations regarding impact` of st,c�n
water runoff;
5. Rezoning to C-4 General Commercial District;
6. Payment of $4, 180. 00 cash in lieu of land park dedication prior
to City release of Final Plat.
ADOPTED this 4th day of September, 1990.

This reques� is made partly to a11ow us �o recover the ex�ensive
remodeling costs incurred over the past year and some recovery of
the costs of holding the property for saZe. A1so, it is a very
pleasan� semi -rural, somewhat private, family settin g much
appreciated by the tenants.
