This memo will also request additional funding to acGomplish the 8hannon Parkway Trailway construction and recommended action for Council to consider. We are experiencing a short-fall in State Aid funds for the Shannon Parkway Bituminous Walkway amounting to about $11,000. The reason for this short- fall is because the State Aid Department has decided to change eligible cost for bituminous walkways. Several years ago State Aid would only pay for 6 ' out of the 8 ' wide walkway. Their reason for not contributing to bike trails was that they felt 8 ' is excessive for a pedestrian path. However, during the last three years we have installed three different trails at a cost participation with State Aid of 100%. I believe the philosophy of that time was that the cost was not much different between constructing a 5 ' concrete sidewalk, which State Aid would participate 100% in, and constructing an 8 ' bituminaus walkway. Now State Aid seems to have xeversed their earlier policies and is going to funding walkways of 5 ' in width no matter what the construction type. The ironic thing here is th�t we could install a 5 ' concrete walkway that would be about twice as expensive as building an 8 ' bituminous trailway. However, we would be reimbursed 1�0% for the cost of the 5' concrete walkway and only 62-1/2% for the 8 ' bituminous walkway. This change in midstream has put us in somewhat of a bind because we have been spending what we had budgeted for the City share of bituminous walkways for other park purposes such as new playground equipment. We did this on the basis that in the past three years we have had 100% participation with State Aid on bituminous walkways. Now that they are changing the policy we are forced to look elsewhere for the funding. � . One possible source of funding would be from the C.I.P. reserve. In 1989 we budgeted $15, 000 to put towards blacktopping our City Hall lot. In the 1990 budget we added $15, 000 for a total of $30, 000. Now that we are able to do most of the work ourselves we will be able to save about $15,000. I would request that Council authorize the use of this $15, 000 to fund the portion of the bituminous walkway that MnDOT will not fund. The Dodd Road portion of this project would be approximately $11, 140. Dave Bechto:ld had budgeted $25, 000 for en ' acquisition in the 1990 C.I.P, under Iteme#532g� construction and easement In addition, to receiving bids and awarding the contract for this project we would request that Council approve the purchase of the necessary easements from Mr. Uitenbogerd in the amount of $4,450. 00. Dave Bechtold has prepared the attached memo to Council explaining the easement acquisition status and appropriate motion. Recommended action for Council to consider is to receive the bids and award the contract to Bituminous Consulting and Contracting, Inc. , and authorize the Mayor and City Clerk to sign the contract documents. . The Dodd Road trail has one easement that needs to be addressed. It relates to a section of the trail that crosses over property presently owned by Mr. J. C. l7itenbogerd. Our city attorney, David Grannis, wa� contacted to work out an easement purchase. He has been working with out city appraiser, Mr. Metzen, and an appraiBal of the property has been obta�nzd.
