SPECIALIST DATE: JUNE 28, 1990 SUBJ: ADVERTISEMENT FOR BIDS - DEMOLITION SPECIFICATIONS As ;approved and directed by the EDA Board at the June 5th EDA Meeting, staff has prepared an advertisement and specifications for a "blanket" demolition contract which will provide for the razing of structures located on City of Rosemount/EDA acquired property to include the Launderville property on Burnley Avenue, the Doyle property on Cameo Avenue, and the Schneider property on Burma Avenue, as they become available. The attached "Demolition Specifications" include the Launderville and Doyle structures as part of the base bid and the Schneider property as an alternate bid, as it has not yet been acquired by the EDA. Staff believes the proposed specifications contain all of the provisions necessary for carrying out demolition activities in the safest manner for' all parties to be involved. Upon approval, these specifications will be advertised in the Dakota County Tribune and the Construction Bulletin. In addition, staff will send copies of the specifications to persons on the Community Development Department' s contractor mailing list. Prior to any demolition activities, all public and private utilities which may have connections with these properties will be advised of the pending demolitions, It is hoped that a bid will be awarded in mid-July with the demolition activities expected to take place in August. As this is a project which should be completed in a timely manner and much time has been lost already due to a variety of circumstances, staff respectfully requests City Council approval of the attached document. Steve Jilk and Dean Johnson will be present on Tuesday night to answer any questions you may have regarding this demolition project. REQUESTED MOTTON: The City Council approves the ��Demolition Specifications�� prepared for the ��blanket�� demolition of three residential properties in Rosemount, and directs EDA staff to advertise said specifications in the Dakota County Tribune and the Construction Bulletin and throuqh a direct mailing to area contractors. ADVERTISEMENT FOR BIDS DEMOLITION CONTRACT , NOTICE is hereby given that sealed bids will be received by the City of Rosemount Economic Development Authority until 2 : 00 p.m. , Monday, July 16, 1990 at the Rosemount City Hall, at which time they will be publicly opened and read aloud, for the furnishing of all labor and materials for a demolition contract. The general scope of work involves the demolition, removal and backfilling of residences and garages at two separate sites owned by the City of Rosemount Economic Development Authority, with a third house and garage to be demolished upon City acquisition. GENERAL DE3CRIPTION OF WORR The Contractor, upon receiving the "Notice to Proceed" for this contract work, shall enter upon the premises and do any and all things necessary to accomplish the contract work as described herein, and to protect the premises from damage by unauthorized persons. Al1 work completed s2ia11 be done in accordance with state and local code requirements, and necessary permits must be secured at the contractor's expense. The Contractor also will be required to eliminate and keep eliminated, any unsafe or hazardous conditions that exist or that may arise before completion of the contract. The work consists generally of demolition and removal, basement backfilling, compaction and other miscellaneous improvements and grading on property within the project area. The City has submitted notice to all public and private utility companies to terminate utility services. The Contractor is responsible for contacting the `public and private utility companies and for performing any special instructions regarding the severance and/or capping of buried or above ground services during demolition. 2. DEMOLITION AND REMOVAL The work under this contract consists of the following: A. Demolition and removal of three residences and three garages. B: Removal of all footings, foundations, slabs, basements, walls, floors, porches, sheds, steps, sidewalks (not to include e�isting city sidewalks adjacent to public streets) and appurtenances of all structures. C. Removal of any cesspools, cisterns, septic tanks or fuel tanks uncovered or encountered in the course of work. D. Removal and disposal from the site of all demolition debris, junk, equipment, trash, tires and all other movable materials on the site. The Contractor must furnish the City with the name and location of the permitted disposal site. 3. BACRFILLING AND GRADING All excavated and disturbed areas shall be backfilled and graded according to the following: A. Fill material shall be any pit run or crusher run compactable materials that will pass through a 3/4 inch sieve. B. Al1 fill materials shall be placed in lifts not exceeding one foot, measured loose, and be compacted by mechanical compactor or other equipment, approved by the City, to obtain sufficient compaction and consolidation. C. Al1 disturbed areas shall be filled and graded to match existing grades and provide far reasonable drainage consistent with existing grades. D. Al1 disturbed areas shall be covered with a minimum of 3 inches of topsoil and be seeded with perennial grasses. 4. INSPECTION AND CONTROL A. Field supervision and control, with specific respect to Contractor' s strict compliance with the terms, conditions and specifications of the Contract, shall be the responsibility of the Field Inspector, acting for and on the behalf of the City. B. Backfilling and grading of basements and other excavated areas shall not be commenced without the prior inspection and authorization, and later approval of the Field Inspector. He/she shall certify the completed jobs as completed in keeping with the terms and specifications of the demolition contract. C. If the Contractor uncovers or encounters any buried fuel tank(s) , all work must cease and the Field Inspector must be notified immediatelv. 5. DAM2�GE, REPAIRS, SAFETY AND SECIIRITY A. Damage to public improvements (sidewalks, curb and gutter, pavement) resulting from demolition operations shall be the responsibility of the Contractor and be repaired or replaced at his/her expense. He/she shall be responsible for and replace or repair at his/her expense, damages to private praperty, as a result of demolition operations. B. The Contractor shall furnish and erect at his/her expense, adequate temporary fences, barricades ,and warning lights for the safety control and protection of vehicular and pedestrian traffie, if deemed necessary by the City. � C. Dust Control: The Contractor will be required to maintain a source of water and a fire hose to adeguately dampen and water down the structures as the demolition proceeds. Under no circumstances will dust and debris be allowed to blow or scatter from the demolition areas as a result of the Contractor's operation. When it appears that the use of water during the demolition work under certain weather conditions will create a hazard to the general public, the Contractor shall notify the Field Inspector, who will determine whether the existing conditions necessitate the use of water. The Contractors shall be reguired to provide adequate protection for hydrant and water meter whenever water is being used. 6. SALVAGE RIGHTS The Contractor may assume aZl salvage rights to materials identified for demolition and remaval upon receiving the "Notice to Proceed. " ? . DISPOSAL OF DEBRIS The Contractor is required to properly dispose of all debris generated by the building demolition, clearing and grubbing and site preparation. These materials must be disposed of off the project site. The Contractor must dispose of the materials in accordance with all local, State and Federal regulations. The Contractor must designate, in writing, the debris disposal site, and provide the City with disposal weight tickets from the designated site. 8. INSURANCE REQIIIREMENTS The Contractor shall furnish the following insurance requirements within seven (7) days of the award of bid: A. Workers Compensation: State and Federal Statutory Employer' s Liability $ 100, 000 B. Comprehensive General Liability Bodily Injury $ 250, 000 (each) $ 500, 000 {aggregate) Property Damage $ 250, 000 (each) $ 500, 000 (aggregate) C.
