This memo summarize� the results of those quotes and explains why the recomnended action is to reject the quotes. Boyum Equipment, Crysteel Truck Equipment and L-Z Company submitted quotations for the dumpbox, hydraulics and sander. In reviewing the groposals, it is evident that Crysteel Truck Equipment and L-Z Company do not meet the specifications for the sander. Both companies took exception to the specification that the sander be driven through a gear box rather thari a ch�in and sprocket. While Aoyum Equipment did include khe correct sander, they failed to inel.ude ttie model number of the dumpbox they bid, thei-eby not allowing us to eompa�ce the proposed equipment with the specifications. In addition, Boyum Equipment had an irregularity in their bid 'in that they included an additional deduct if we purchased the entire package from them. As for the snowplow and wing, Boyum Equipment and Crysteel Truck Equipment submitted price quotations. However, Crysteel Truck Equipment did not meet the specifications for the snowplow. Although Boyum Equipment did meet the specifications for the snowplow and wing, their price of $25,250 would reqtiire us to go out €or competitive bids for this piece of equipment. Upon reflecting upon this cost, the Publie Works Department feels that it is not appropriate to pursue this type of snowplow due to its expense. We were lead to believe that it wasn't quite so expensive when we originally spec'd it. Because of the bid irregularities described above, the Public Works Department would recommend the Council not accept any of the proposals. Instead, we will immediately go out with modified specifications for the snowpl.ow, that being a regular power reversible palyethylene moldboard snowplow. In addition, we would separate the sander from the dumpbox and hydraulics and bid it separately.� We feel we can do this and still come back to th� Council for request to purchase on the February 2Q, 1990 meeting. Recommended action for. Council to take is to reject all proposals for the dumpbox and sander, and snawplow and wing and authorize the Public Works Department to proceed in obtaining new quotes c}umpbox and hydrauiics, snowplow and wing, and undertailgate sander.
