The city has received copies of the EIS and the Health Risk Analysis completed for the proposed project. These documents have been prepared by independent consultants under contract to the Metrop�li�an Council and further under the rules as determined by the Mi:�ne�ota Environmenta�� Quality Review Board who is the responsib�e state agency. City staf� has reviewed these documents, but does not have the expertise to claim the validity or invalidness of them. This will be up to the state and federal agencies whose responsibility it is to do so. It is my recommendation that the city council consider the follow�ang public statement and submit same to the Metropolitan Council as the city` s position on the DEIS (Draft Environmental Impact Statement) . a� at��c��en� ENVIRONMENTAL IMPACT STATEMENT DAKOTA COUNTY WASTE TO ENERGY FACILITY The EIS is a technical document, commissioned by the Metropolitan Council, which assesses the impacts of the proposed Dakota County Waste to Energy facility. It has . been prepared by independent consultants, according to the rules and regulations established by the Minnesota Environmental Quality Board. The EIS also evaluates alternatives to the waste to energy facility, including a "no build" alternativeo The EIS is not intended to make a recommendation on whether the facility should be built. The EIS will be reviewed by numerous state and federal agencies to determine whether it is accurate and adequate. The City of Rosemount accepts the EIS for what it is .
