Award Purchase of Tractor/MowerjSweeper Broom
On May 15, 1990 we had originally requested Council to receive bids and
authorize purchase of a tractor/mower/sweeper broom that was budgeted in our
1990 C.I.P. At that meeting the Public Works Department had recommended
going with the bid from Scharber and Sons Implement that would have provided
a John Deere Tractor and Tiger Mower. However, upon closer review of the
specifications and reconsideration of the entire process, I feel that the
bid from Carlson Tractor & Equipment for the Ford Tractor and Mott Mower
meets the specifications more so than did the bid 'from Scharber and Sons.
Carlson Tractor is also the low bidder and within budget. The main
difference between the specifications is the Mott mower meets the
specifications in providing the hydrostatic driven mower and a separate sub-
frame that mounts to the tractor. The Scharber and Sons bid for the Tiger
mower differs from the specifications in that it has a hydraulically driven
pump that operates the mower and is mounted to the bell-housing, or main
frame of the tractor. Because the Carlson Tractor bid meets specifications
and is the lowest responsible bidder, I will be recommending that Co�zncil
award the purchase of the tractor/mower/sweeper broom to Carlson Tractor &
Equipment in the amount of $33 , 066. There is $31, 000 in the C. I.P. budget
under Item #581 for the tractor and mower and $3 , 000 under Item #58� for the
broom.
Attached is a letter from Carlson Tractor & Equipment that indicates that
they will honor their May 15 bid price.
Recommended action for Council to consider is to award the purchase of the
tractor/mower/sweeper broom to Carlson Tractor & Equipment in the amount of
$33 , 066.

sweeper per the City of Rosemount 's specifications. Please be
advised that the bid price wi11 be honored to a11ow council
