MINNESOTA 55068 osen�coun� 6,2_42�-44„ August 3, 1990 �=E� � � ; � � T0: Mayor Napper Council Members : Klassen Oxborough Willcox Wippermann FROM: Stephan Jilk, City Administrator RE: Parks & Open Space Consulting Servic s Per your approval and direction city staff advertised for and received proposals to complete planning and design for a large area of property including the armory' site, Erickson Park and the commercial properties between ,these sites and abutting Highway 3 . A copy of the RFP (Request For Proposal) was approved by council prior to the advertising of this project. Six firms submitted proposals for this project. Following receipt of those proposals a committee made up as follows to review the proposals, pick firms to interview, and finally to choose a firm to recommend to the council for hiring to complete the work: Steve Jilk - City Administrator Dave Bechtold - Parks & Recreation Director Sheila Klassen - City Council Member, Town Green Comm. Tom Re11or - Parks & Recreation Committee Member Mike tidozniak - City Planner The Committee held interview with three firms : Brauer & Associates LSA Design Sanders & Associates From those three firms the firm of Brauer and Associates was chosen and references were checked by Mike G7ozniak. A copy of those references is attached for your consideration. Parks & Open Space Page 2 Based upon the consultants proposal, the interview held and the dollar cost of the proposal the Parks and Open Space interview committee recommends that the City Council award the contract to Brauer and Associates of Eden Prairie, Minnesota in the amount not to exceed $18, 290 for the Parks and Open Space Planning and Design as referenced by the RFP for that project . This project was not a budgeted project for 1990. I would recommend that based upon the significance of need to develop a master plan for the areas defined in the RFP we should consider proceeding with this project and fund the project out of General Fund Reserves. lj C�nj P.O. Sandra Welsh, Project Landscape Architect, Minneapolis Park Board Ms. Welsh informed me that the City has been very satisfied with the work af Brauer & Associates. She specified that the Minneapolis Park Board has mainly used Brauer to prepare construction design details rather than overall park planning concepts. She noted that the personalities of Jeff Schoenbauer and George Watson made them very comfortable to work with. Eric Blank, Director of Parks and Recreation, City of Plymouth Mr. Blank informed that he has had a twenty year working relationship with Brauer & Associates and would rank them as one of the top firms in the region for Park and Open Space Planning Projects. He noted that Plymouth is currently engaged in 2 .5 million dollars worth of park construction work and that Brauer will doing much of the City's planning and design work. Mr. Blank suggested he has worked extensively with George Watson and has been very pleased with Mr. Watson's responsiveness to his concerns as Park and Recreation Director. Merle Gamm, Eden Prairie ISD #272, � out on Vacation Rick Jacobson, Director of Parks & Recreation, City of Golden Valley. Expressed complete satisfaction with the work of Brauer & Associates. Brauer has handled both park master planning project and detailed design work for Golden Valley. Mr. Jacobson mentioned having worked extensively with Jeff Schoenbauer and to a lesser extent with George Watson. Specifically mentioned that Brauer does a good job in working within budget. Bruce Anderson, Park & Recreation Director, Inver Grove Heights. Mr. Anderson is extremely satisfied with a recent Parks and Open Space Master Plan produced by Brauer and Associates for Inver Grove Heights. , T Sy Knapp, Public Works Director, City of Brooklyn Center. Very satisfied with both Park Master Planning and detailed design work of Brauer and Associates. Mr. Knapp mentioned in particular the exceptional creative design ability of Paul Fjare (Senior Project Advisor) . Mr. Knapp did note that they have had a slight problem with designs done by Brauer coming �n over budget. However they were so pleased with the design work that they proceeded with construction anyway. He noted that George Watson has a good handle on project costs and his involvement in the project should counter Paul Fjare' s tendency to get carried away with innovative ideas that may tax the future construction budget.
