RECOMMENDED ACTION: Motion to receive the bids for the Greystone Park
Construction and award the contract to the low bidder, Hoffman & McNamara Inc., for the
base bid, bid alternate #1 and bid alternate #2 for a total price of $297,627.70.
ISSUE
The City’s CIP budget includes funding for the development of Greystone Park. The architect’s estimate
for the base bid of the project was $310,000 (which does not include any bid alternates). The project was
recently publicly bid. There were a total of twelve prime bidders on the plan holders list. Bids were
received for the project on Tuesday, April 4, 2017, and were opened and read aloud. A total of eight bids
were received. The bids were checked for mathematical accuracy and tabulated. Listed below are the bid

The bid alternate #1 was for off street parking, bid alternate #2 was to add twelve inches of new soil to
the garden plots and bid alternate #3 was adding ag-lime to the gaga pit.
The Parks and Recreation Commission discussed this item at their meeting on Monday, April 24, 2017 and
supported staff’s recommendation to receive the bids and award the contract to the low bidder for the
base bid of $281,379.20, bid alternate #1 at $14,448.50 and bid alternate #2 at $1,800.00, for a total price
of $297,627.70
SUMMARY
Staff is recommending that the City Council receive the bids for the Greystone Park Construction and
award the contract to the low bidder, Hoffman & McNamara Inc., for the base bid of $281,379.20, bid
alternate #1 at $14,448.50 and bid alternate #2 at $1,800.00 for a total price of $297,627.70.

RE: Greystone Neighborhood Park - Project Bid Award Recommendation
Mr. Schultz:
We have thoroughly analyzed and verified the eight qualified bids we received on April 4th,
2017. The project attracted lots of interest and the bid results were very competitive. Base
bids ranged from a low of $281,379.20 to $430,500.00 at the high end. The six other bids
fell within a much narrower range from $301,000 - $342,000.
The apparent low bidder is Hoffman & McNamara Construction, located in Hastings, at a
base bid of $281,379.20. I have worked with this company a few times in the past and
found their work and performance to be satisfactory. I have also contacted them to discuss
the project and believe they correctly estimated the work effort required.
Three different add-alternates were also considered for the project. It is our
recommendation that all three be accepted as improvements to the overall project.
Accepting the alternates, or not, would have no effect on the low bidder order of finish.
The alternates included:
Alternate #1 – Adding parallel parking $14,448.50
Alternate #2 – 12” soil in public garden plots $1,800.00
Alternate #3 – Change gaga pit surfacing to aglime $200.00
TOTAL ADD ALTERNATES $16,448.50
BASE BID + $281,379.20
TOTAL PROJECT AMOUNT $297,827.70
We recommend that the Greystone Neighborhood Park Project be awarded to Hoffman
& McNamara Construction in the amount of $297,827.70.
