On Friday, October 26, 1990 at 09:00 A.M. Koch Refinery will k� having an IInergency
Drill at which a simulated disaster will occur. The simulated disaster will activate
the E�nergency Response Team of Koch Refinery and will progress to a stage where Koch
will be requesting assistance from the City of Rosemount. This exercise will give
the opportunity for the Department Heads within the City of Rosemount to gather in
an EOC (EYnergency Operating Center) whic'� will be located in the Council Chambers.
There will be simulated problems handled through the Rosemount �ergency Team leaders
for solutions such as fire, rescue, traffic, security and other functions necessary
to the given disaster. The disaster problems could escalate to include evacuation
procedures, who makes these com�iands and how they are carried out. They also will
include persons responsihle-for -clearing -debris to- assisting victims wi�h financial
aid. This type of exercise is called a Table Top in which the F�nergency Response
Teams will not actually be dispatched to the problem area.
In the spring of 1991 we will be conducting a functional exercise where our actual
response personnel will be dispatched to the area. During the Table Top exercise
of October 26th there will be persons from the News Media covering ttie event along
with Judges from the Wakota CAER to evaluate the emergency system. It is our intention
to include all Department Heads as well as� the Mayor and City Council to be able
to participate in this training exercise which could become a valuable lesson in ttze
event of an actual emergency.
