COUNCIL ACTION: Deferred action on Alternate A until November 20, 1990 regular council meeting. 5 a TO: Mayor Napper Council Members Klassen, Oxborough, Willcox, Wippermann FROM: City Engineer/Public Works Director Hefti DATE: October 10, 1990 RE: Valley Oak Pond Outlet, Alternate A, City Project #197 The purpose of this public hearing is to consider the option of excavating Pond #1 and lining it so that it would be able to hold water on a full- time basis when rainfall amounts are adequate. Attached to this summary is a memorandum dated September 18, 1990 that was prepared by our Consulting Engineers as an addendum to the original report that outlines the possible alternatives to accommodate maintaining water in this pond. The memorandum basically concludes that it would be feasible to overexcavate the existing pond and line it with a clay material so that given adequate rainfall there would be water in the pond. Estimated cost to accomplish this for the entire pond would be about $9Q,D00_. _._ The m$mo. does-state that the-amou�t of permanent ponding-area - could be reduced which would result in an equal cost savings (if the pond were reduced by 1/2, then the cost would be reduced in half) . Also attached is a sketch indicating the number of lots that are adjacent to or surround this pond. The amount of additional benefit to these houses is unknown at this time. In order to determine what additional benefit there may be by having a wet pond for these property owners would require us to hire an appraiser to perform an appraisal. I would recommend that Council approve this alternate to the original project that Council approved at the September 4 Public Hearing. The bid _ documents can be set up so that this portion of the project be specified strictly as an alternate to the base bid. When we receive bids on the base project along with this alternate, then we can evaluate the alternate cost verses the appraisal. If the cost exceeds the appraised amount, then we would have the option to not award the alternate and just award the base bid. We have plenty of time for this since we will probably be looking at bidding this project in February of 1991. Should Council decide to pursue this alternate, the only direction Staff needs is whether we want to pursue the entire. pond bottom or just a portion of it. It appears that finding outside sources of funding, such as DNR, Soil & Water- Conservation District, U. S. Fish and Wildlife, does not look promising. Therefore, the City may want to scale the project back and only do enough to provide a 1 acre pond. If Council does not feel it's appropriate to consider this alternate, then Council could deny it and we would be back with our original plan that was approved at the September 4 , 1990 public hearing. Our Consulting Engineer will be present to provide a summary of this alternate and also to answer any clarification questions. The purpose of the meeting -- - - ... -- - - - - - -- --- was to answer any questions about the above referenced project and to discuss the "dry" pond and "wet" pond options. A control structure constructed at an elevation higher than the existing outflow pipe would result in a loss of usable storage, and an increase in the flood elevation. Overex- cavation and Zining of the pond bottom would provide a permanent wet area without the loss of valuable storage volume. The general feeling of those in attendance was that an irregular one acre wet . pond would be preferred by most of the residents living around the pond. This alternative would provide a wet area deep enough to minimize algae growth without removing the existing vegetation along the southeasterly side of the pond. My wife and I regret we will not be able to attend but wish to voice our opinion in this letter. We received your mailing outlining the three different proposals , and are pleasec� at the attention you have given this matter. After rev�pwing the different proposals we feel that the one acre pond a.t an additional �45 ,000 _ would_best benefit a11 th.ose affected. �'his proposal. -- --- satisfies the concern of many of the residents by retaining water year round at the least cost. Proposal one fails to address the problem many of us have grown concerned about, that is retaining water year round and maintaining a wildlife habitat that I feel will benefit the community in the future . Proposal two includes uneccessary excavation and removal of vegetation that not only increases the cost but defeats our intention of maintai.ning a wildlife habitat by removing the present vegetation that serves as a refuge for many of the animals that not only migrate thru but also stay year round. In conclusion we feel that if cons-tructed and designed properly a one acre pond is the best solution to the problem. It creates the optimal enviroment at the least cost. The worst possible solution is a dry pond. By taking the least costly proposal we fail to make an investment in our community.
