This item is a result of Council authorizing pre��►rgtion df a f���ibiiit�
report at the April 17, 1990 meeting. A copy of the �ea�ibility Y��po�t i�
attached to this memo along with the appropri�te resalution�.
Alsa included with this reso].ution are copies vf petitions for th�
extension of watermain submitted by some of the prap�rty owners �1o;ng 1t�Oth
Street. Council didn't officially receiv� these petitions, but �1�Ct�c� to
proceed with this pro�ect as a Council initi�ted c�h�. The �tt�ch�d
petitions are for Councils i�form�tion. These petitions ��pre��ht
approximately 50� of the benefited prop�rty. According to our city
Attorney, Dave Grannic�, the r�aa1 property within th� corporate bvund�ri��
is what is cansidered for the�e petit3.on�.
A repre�entative from our con$ulting engineering �irm a:� s. E. H. , Zhc.
will be avail�ble ta provide a brief pre�entaticn regarding th� f��sibilit�
report for this project. I will come back to Coun�il �t th� t�I��t 15, 199t1
meeting with the appropriate resolutiofis �nd mailii�g l,ist to r�quest � �'ut��
5, 1990 public hearing to con�ider this proj�ct.
Recommended action for Council ta consider is to adopt the �tt�cH�c�
resolution rec�iving the feasibility report.

WHEREAS, the City Council deemed it necessary �nd expedient that
the City of Rosemount, Minnesota, construct certain improvem�Mt�,
to-wit: City Project #27,3 , 16Qth Street Watermain Extensioh, in
the City as' described �n and �.n accQrdance with the feasilaility
report prepared by Short-Elliott-Hendrickson, I�c. , Consulting
Engineers; and
WHEREAB, the City Council has been advised by the Constilting
Engineers that said watermain extension, City Project �213 is
feasible, and should best be made as proposed, and the Consulting
Engineers' report to this effect has heretofore be�n received by
Council, and filed with the City Clerk.
NOW THEREF�RE BE tT RE84LVED, the �ity Council af the City of
Rosemount accepts the feasibility report for City Project #213 and
places it on file. •

attached feasibility report for watermain construction along
160th Street West between Chippendale Avenue and Biscayne Avenue.
� This report includes a general discussion of the project, as well
as drawings and a cost estimate.
� We find this improvement to be feasible and recommend that it be
bid in conjunction with the Chippendale Avenue rebid.

� Project 213 provides for the installation of approximately 5,300
linear feet of 12" trunk watermain and appurtenances along 160th
Street West between Chippendale Avenue and Biscayne Avenue.

The total estimated cost of the project is $260,000. Of the
� total, $130,000 can be recovered through assessments and the
remaining $130,000 will be obtained from the Water Core Facility
� Fund. This project, together with the Chippendale Avenue
Reconstruction project, is scheduled for construction during the
Fall of 1990.

PART 1
� INTRODUCTION
1. 1 AUTHORIZATION
� On April 17, 1990, the City of Rosemount authorized the
preparation of an engineering feasibility report for the
� construction of a trunk watermain to serve the proposed
commercial development along 160th Street West. This
� project has been designated as City Project No. 213.
� 1.2 SCOPE
The purpose of this report is to determine the engineering
� feasibility of the project based upon a review of the data
available, make recommendations and provide cost estimates
for the construction of the proposed watermain along 160th
� Street West.
� 1.3 DATA AVAILABLE
Information and materials used in the preparation of this
report include:
� 1. Computer data disk for City of Rosemount Comprehensive
Water Study (1988) .
� 2. 1985 Dakota County Aerial Photography.

PART 2
� GENSRAL BACKGROUND
� 2.1 LOCATION
The project location is shown in Drawing 1. The project is
located in Section 32, immediately north of Empire Township,
� and is bounded by Chippendale Avenue on the West, and
Biscayne Avenue on the East.
�
2.2 LAND USE
� Adjacent properties are zoned General Industrial, and
Agricultural. Industries located along 160th Street West
� include Northern Gas Products Company, AAA Auto Salvage, and
the proposed Knutson Services, Inc. Facility. Much of the
Community Commercial property is currently being used for
, agricultural purposes.
2.3 INPLACE UTILITIES
� In lace utiliti
P es are shown on Drawings 2 and 3, and include
� underground gas and telephone. Overhead electric is also
located on the north side of 160th Street between
Chippendale Avenue and Biscayne Avenue. The overhead
� electric will need to be relocated prior to watermain
construction.
� 2.4 FLOW REQUIREMENTS
� Watermain sizing is dependent on the fire flow requirements
for the surrounding area. Needed fire flows are developed
by Insurance Service Office (ISO) Commercial Risk Services,
� Inc. for selected locations throughout a community during a
regular survey for public protection classification
� purposes.
� ISO has indicated that the needed fire flow for sprinklered
structures such as those located along 160th Street is
approximately 1250 GPM with a residual pressure of 20 psi,

� for a dur
ation of two hours. Unsprinklered commercial
� structures generally require a minimum fire flow of 2500 gpm
for a duration of two hours.
� Based on the computer data for the City of Rosemount Compre-
hensive Water Study, a 12" watermain along 160th Street
� would provide a fire flow of 2200 GPM with a residual
pressure of 20 psi. When the easterly end is looped north
� to 145th Street and all future pipes are in place, the fire
flow along 160th Street would increase to 4500 GPM.

PART 3
� PROPOSED IMPROVEMENTS
� 3. 1 WATERMAIN
Proposed watermain facilities are shown on Drawings 2 and 3.
These facilities include the construction of a 12" watermain
� and appurtenances from Chippendale Avenue, along the north
side of 160th Street, to Biscayne Avenue. The west end of
� the watermain will be connected to the 12" main in
Chippendale Avenue. The proposed watermain will provide
� service to commercial properties along 160th Street. In
addition, the watermain will serve as part of the City's
trunk water system when the easterly end is looped in the
, future. Service lines for the existing buildings will be
constructed as part of the proposed improvement.
� 3.2 CROS I
S NGS
� The proposed construction will include special subsurface
crossings under the SOO Line Railroad and S.T.H. 3. Permits
will be required for each crossing from the respective
� agencies.
� 3.3 EASEMENTS
A 10-foot temporary construction easement will be required
�� from properties north of 160th Street for the construction
of the proposed watermain.
� 3.4 RIGHT-OF-WAY
The existing 66 foot right-of-way is 33 feet wide on each
� side of the centerline of 160th Street. No additional
right-of-way will be required for this project.

3. 5 FUTURE CONSTRUCTION
� Dakota County is currently considering several alternatives
for the reconstruction of 160th Street in this area. The
� first option is a 44-foot wide two-lane rural design.

Another option is a 52-foot wide four-lane urban design.
� The County anticipates acquiring additional right-of-way.
The existing 66 foot right-of-way may be increased to 120
� feet.
� The proposed watermain will generally be placed 28' north of
the center line of 160th Street. This location provides an
adequate distance from future construction while minimizing
� the need for easements. At this location, the watermain
will be 6' off the future shoulder of the rural design, or
� 2 ' behind the future curb of the urban design.

� FINANCING
' 4. 1 COST ESTIMATE
A detailed cost estimate for the proposed construction is
� included in the Appendix of this report. This estimate is
based on 1990 unit costs and includes allowances for
contingencies and anticipated overhead costs. The total
� estimated cost of the proposed construction is $260,000.
� 4.2 ASSESSMENTS
The southerly frontage of 160th Street falls in Empire
� Township and is not assessable. The assessment area
consists of the following parcels located on the north side
of 160th Street.

1 Spreading one-half of the total estimated cost over the
5,000 linear feet of assessable front footage yields an
estimated assessment rate of $26.00 per front foot.

4.3 CORE FACILITY FUND -
' One-half of the total project cost can be recovered through
assessments and the remaining cost will be obtained from the
� Water Core Facility Fund. The amount obtained from the
Water Core Facility Fund is estimated to be $130,000.

� The proposed schedule for this improvement is listed below. This

� acquisition, are completed in a timely manner.
