MINNESOTA 55068 612-423-441 1 TO: CITY COUNCIL FROM: MICHAEL WOZNIAR, AICP, CITY PLANNER �fl�� �� � DATE: MARCH 2, 1990 SUBJ: MARCH 6, 1990 - REGULAR MEETING REVIEWS MINOR COMPREHENSIVE GUIDE PLAN AMENDMENT - SECTION 32 Recently when 'the Planning Commission was considering a metes and bounds parcel division of property 'in Section 32 in conjunction with the Knutson Rubbish Recycling Operation project, it was recognized by Commissioner Huntington that the property 'in question was not designated appropriately for the proposed use in ' the Comprehensive Guide Plan. Attached with this review is a 'Guide Plan Amendment Application Form which describes and references a map indicating a proposed redesignation of property. The Plan Amendment Application form references 80 acres of property located west of Biscayne Avenue and north of 160th Street. For the following reasons it is requested that the Planning Commission initiate consideration of a Comprehensive Guide Plan Amendment to redesignate 80 acres of property in Section 32 from Agriculture to General Industrial Designation: 1. Previous actions by the City have authorized industrial use of portions of the property in question. These uses include the tank storage area of the gas plant (Gas Supply, Inc. ) and AAA Auto Salvage. 2 . The newly established City of Rosemount Economic Development Authority is in the process of establishing a Development District which would include the subject property and would open up the potential to utilize economic development tools such as tax increment financing to promote development. 3 . The City Council has authorized preparation of a feasibility study to evaluate the cost of extending public water supply from the intersection of Chippendale Avenue and 160th Street - east along 160th Street to Biscayne Avenue. This would provide public water supply to the property proposed for redesignation. As indicated above the City has already taken many actions to promote industrial development along 160th Street. It is recognized that the existing tank storage area and the AAA site already have General Industrial zoning which is not consistent with the Guide Plan. Logic suggests that these uses should be brought into conformance with the Guide Plan. This inconsistency obviously represents an oversight on the part of staff, the Planning Commission, and City Council. , The proposed redesignation of property does not conflict with the Goals, Policies and Objectives established in the Guide Plan and is consistent with past City actions. It should also be recognized that both the Planning Commission and City Council have previously reviewed the concept for the Knutson Recycling Operation and both bodies indicated support for the project. Although recent Planning Commission recommendations on other proposed Guide Plan Amendments have been to defer action until revision of the Guide Plan, the Commission has recognized this amendment as more of a housekeeping amendment to make the plan designation consistent with previous and anticipated City actions. This amendment will not address any major policy issues for which direction has not already been established by City Council. Following City Council action this amendment will be referred to the Metropolitan Council. The Planning Commission has recommended that City Council approve Comprehensive Guide Plan Amendment #15. Changes (land trades or additions) in the urban service area involving less than 40 acres. 3. Minor changes to plan goals and policies that do not change the overall thrust of the comprehensive plan. The proposed plan map(s), indicating area(s) affected by amendment. i ' City of Rosemount Comprehensive Guide Plan Amendment #15 Description/Summary This proposed Guide Plan Amendment involves redesignation of approximately 80 acres of property situated in Section 32, Township 115, Range 19 (see map) , from an Agriculture land use designation to a General Industrial land use designation. The acreage being considered for redesignation is situated west of Biscayne Avenue and north of 160th. The property in question will not be added to the Metropolitan Urban Service Area (MUSA) . Further, it is the conclusion of the City of Rosemount that the proposed amendm�nt will not significantly impact any of the Metropolitan Systems as recognized by the Metropolitan Council. The purpose of the proposed Guide Plan Amendment is to allow development of low density General Industrial uses. Industry which will locate in the area proposed for redesignation will be required to meet wastewater disposal needs with on-site septic systems. It is assumed that the property to be redesignated will ultimately be rezoned for General Industrial use with a minimum 5 acre lot size requirement. D.
