Recommended Action: Approval> of Shannon Park School Addition
preliminary plat subject to _conditions (see attached Resolution) .
Background
I.S.D. #196 has submitted a preliminary plat for Shannon Park
School Addition which includes property being developed as the new
Shannon Park Elementary'°School and Shannon'Park a City of Rosemount
Community Park. Enclosed with.this review is a copy of the Shannon
Park School Addition Preliminary Plat. -
The purpose of platting the school/park site _at this time is to
allow two existing metes and bounds division parcels to be divided
as indicated on _the preliminary plat to separate ownership of the
school and park.
To `guarantee propersconveyance af` title for the various lots being
created by the"subdivision and to document; the responsibilities of
both I.S.D. #196 and the City a Joint Power Agreement will be
required. The Joint Power 'Agreement will be provided for Council
review at the time of final plat consideration.
Since this plat involves the site of a new City park cooperatively
developed with I.S.D. #196 park dedication will not be required.
To ensure permanent access to Shannon Park and the parking area to
serve the park it is necessary for the City to require that a non-
exclusive access easement to Outlot B.
City Engineer, Rich Hefti has made one recommendation, that the
City require that 10 foot wide drainage and utility easements be .
shown along the boundaries of Lot 1, Block 1, Outlot B and 0utlot
C which abut properties outside of the plat.
The preliminary plat meets all zoning and subdivision ordinance
requirements. The Planning Commission has recommended approval of
the Shannon Park School Addition Preliminary Plat subject to the
City Engineer's Recommendation

A RESOLUTION GIVING APPROVAL TO
THE SHANNON PARK SCHOOL ADDITION PRELIMINARY PLAT
AND SETTING OUT CONDITIONS FOR FINAL PLAT APPROVAL
WHEREAS, the City of Rosemount has received a Preliminary Plat
for the following legally described property:
The west 625.-00 feet of the east 1275.00 feet of the
north 900. 00 feet of the south 1100. 00 feet, all
measured at right angles, of the Northeast Quarter
(NE�) of Section 19, Township 115, Range 19, Dakota
County, Minnesota. And also the west 725.00 feet of
the east 2000. 00 feet, as measured at right_ angles of
the Northeast Quarter (NE�) of Section 19, Township
115, Range 19, Dakota County, Minnesota, lying north of
the south 200.00 feet, as measured at right angles of
said Northeast Quarter {NE�) and lying south of the
, following described line:
Beginning at a point hereinafter called point A, of
the west line of the east 2000.00 feet of said
Northeast Quarter (NE�) , distance 1350. 11 feet north
of the south line of said Northeast Quarter (NE4) as
measured along said west line; thence in a
southeasterly direction to a point on the east line
of the west 725.00 feet of the east 2000.00 feet of
said Northeast Quarter (NE�) and its intersection
with the north line of the south 1100.00 feet, all

wHEREAS, the Planning Commission of the City of Rosemount has
reviewed said Preliminary Plat and submitted its recommendation
to the City Council; and
WHEREAS, the required public hearing and notifications have been
completed.
idOW THEREFORE BE IT RESOLVED, that the City Council of the City `
of Rosemount appzoves the Shannon Park School Addition
Preliminary Plat, subject to the following:
1. An executed Joint Power Agreement; and
2. A Non-Exclusive Access Easement to Outlot A.
3. That ten-foot wide drainage and utility easements be included
on the final plat along the boundaries of Lot 1, Outlot B and
Outlot C which abut properties outside of the plat.
