The low bidder, regardless of any combination of alteTnate bids, is Loeffel-Engstrand Co. from Hopkins. The corresponding alternate bids for the additianal parking lot for the city park and the completion of the park improvements on city property are shown as Alternate #1 and Alternate #2. The engineer's estimate on Alternate #1 was $25-30,OA0. The engineer's estimate on Alternate #2 was $30-35,OQ0. The first alternate bid is within the estimate and very close to other bids. The second alternate bid was affected by an addendum to the original plans, which added grading to the park for better drainage around the facility. The estimate for this was estimated by Gammon Bros. Excavating (contractor doing the rough grading) af $7-10,000. The actual bids are still in excess of the estimate by the engineer. The only expianation we've discussed with the architects is that the estimate on trail construction was low. In reviewing the final bids and evaluating the overall savings anticipated by "riding" on the school contract, i would recommend the Council request that the school district accept both Alternate #1 a�nd Alternate #2. Both bids are within the range of bids submitted by the five general contractors.
