- PROPERTY TAX UPDATE -
Lately the sub�ect of the Minnesota property tax system has received a
considerabie amount of public attention. As you may aiready be aware,
the I+iinnesota system is one of the most complicated property tax
systems in the natian. For taxes payable in 1989, the following
information explains how the system works, and how your property tax
dollars are spent in providing public services.
The total amount of your annual property tax bill is directly affected
by numerous units of government, including the State, County, School
Districts, and City. The overall structure of the property tax system
is established by the Minnesota Legislature which prescribes a property
tax formula and establishes how the system will be administered.
Dakota County is then required to assess the market value ot all
groperty in the County in order to es�ablish a basa upon which to apply
property tax Zevies. Individual spending amounts are then established
by the County, School districts, and City, based an limitations and
spending caps imposed by the State.
Tonight, the City is hos�ing your Loeal Board of Review at which time
residents are invited to discuss their property market valuations witl�
the Dakota County Assessor's Office. The market value represents
median value o€ what your property may sell for, based on current
market canditions. Should yau have further questions regarding the
valuation process, please contact the Dakota County Assessor's Office
at 438-4200.
In terrns of actuaJ� property tax spending, it is important to remember
that a number of diffexent g�vernmental units are funded via property
tax proceeds. For each property tax dollar reaeived, the Gity of
Rosemount receives only 25 cents to fund its operations.
With the partion of the property tax dollar it receives, the City
provides snowplowing, street maintenance, parks serviees, police, fire,
and most ot�er municipal services. The attached graph illustrates the
tax levy trends for each unit of government funded by property taxes.
HopefuiTy, the above information has served to elarify the Minnesota
property tax system, and the types oF services it helps to fund.

I feel that the increased va2ue o� a�►proximately $14,OOo in one
�►ear is nat adequately assessed, since I have not made any majo�
improvements to my hame. Also, z live in a rural area (na city

Value is much qreater than what I could sell my home for. `
