Land Use Poticv Discussion Steve Jilk, Mike Wozniak, Tracie Pechonick and I met with Marie Jensen, realtor, a�;d Herb Wensrnann and his partner to discuss a shopping center concept on Ja��uary 26, 1989. The conce�t was bas'rcalty a "generic" pro�c�sal for a retail center, lotated along CSAH 42, between Diam�nd Path and Shannon Parkwav. There have been no marketing studies done nn the feasihility fc�r a ne�vi center. The basic thrust of the presentation was to obtain a blanket designation and approval for retail uses at this l�cation. The approved laad use policy, regarding commercial dec�el�pment, is contained in the Comprehensive Guide Plan. The C�mmercial i,and Use Ptan is verv clear in identifying the downtown as the dominanl "commtrnity sho�ping cenEer." An extension of the downtown, "gencra( commercia(" (South Rc�se Park), was appr���ed in the mid-1970s. The generat commercial district is intended to accommadate larger, exteasive land uses that are less cust�mary in the downtown and more dependent on highway exposure. A specific policy of the guide plan is tc� "discourage strip comnnercial develapments." Consistent with this, nerther the 1990 or year 2000 land use tnap designate any commereial expansion atong CSAH 42. It has been pur philc�sophy, for more than a decade, that the protection and strength of the City's commercial opportunities lie in maintaining the single, contiguous retail core established in the downtown and 3/42. PermitNng spot zoning or leap frug development has al�vays been denied. Mrs. Jensen fe![ we were not re�lectin� the neecls c�f lhe business comn�unity or sentiment of the residential con�n��tii�ity. She fei! this cievelo�me�t wouid provide for a "gatewap" to the City and expand retail op�ortunity. We indicated we wauld bring this issue up f�r discussion before the Pianning Commissian and City Council. it is our intention to seek a confirmation of the policies in place. if there is a consensus that thete polieies are imprn�cr, staff will advise the City C�uncil of the necessary procedures for Ce�rmat �c�licy amendment.
