Staff indicated that there was evidence that same projects were dropped in eities that had adopted the fire suppression code. Staff also suggested that some form of public assisca�nce may be appropriate if development were hindered, yet adc�ption of the code remained a priarity. Concerns about development potential should be limited to the rurat area, where addiciQnal costs for private reservoirs may arise. The rural area is where the code is most needed and most effeetive. We would like the Couneil to cc�nsider the conce�t of a loan }�rogram, to he available only in the rural area where additional costs of the fire suppression will occur. There is an obvious public purpose in that, the imglementation of Appendix Chapter 38 is intended to save lives, personal property, reai pr4perty and reduce the gublic burden in praviding a safe and efficient comprehensive fire protection program. The concept of such a revolving fund would include an annual appropriation for a loan pool, snch as $75,000 - $1�0,000. There would be a maximum singte loan value, such as $30,�00 - $50,000. There would be a set pay back period such as 3-5 years. To make the program effective, a no interest or low interest rate should be considered, As Ioans are repaid, the fund re- establishes itself and coutd become self-supporting: Considerations should also be given to the size or valuation af a project, i.e. projects under $500,000 would have priority due to the proportionately higher cost of fire suppression to overall eost. The purpose af sueh a program would be to reinforce the importance placed on iraplementing Appendix Chapter 3$ and have a mechanisrn in place to deal with real or pereeived impacts on economic development efforts. As other area cities adopt the code and the value of jhe fire suppression system carries it$elf, Che program wautd no Ion�er be necessary.
