The reason for this overlay would be two-fold. The first being that the roadway is apparent2y designated as a ten (10) ton weight limit. I cannot find any information as to �tructural subgrade strength and pavement depth when the old gravel road was paved in the late , 1960's. There are ways ta determine the strength of the roadway that would be ' i,ncorporated within the feasibility report, The second reason is because the roadway is deteriorating due to age and thousands of semi trips. The wear and age in the bituminous mat are showing up in cracking. There are several major transverse cracks that are badly deteriorated and also the vast majority of the roadway contains moderate to severe ailigator tracking. I would strongly recommend that Council authorize the preparation of the feasibility report to determine the amount of structural overlay that will be necessary to maintain the rosdway at a ten (i0) ton rating based upon the fact that the roadway is used almost exclusively for semi-truck traffic. As for the results of my infnrmal survey over a year ago, they were quite negative as to having the propexty owners, cnainly industrial users, accept these assessmenta for the roadway improvements. However, I feeJ, the raadway is in such poor condition that we eannot wait any longer with this project. I still feel strongly that beeause this road is used almost exclusively for the industries in the area that all the cost of this project should be assessed to the benefitting properties.
