Minutes of May 2, 1989 Regular Meeting � RQS�MO� CITY PROGEEDINGS r � REGULA EETING MAY 2, 1989 Pursuant �o due call and notice thereof a regular meeting of the City Council of the City of Rosemount was duiy heid on Tuesday, May 2, 1989, at 7:30 p,m. in the Council Chambers of the City Hall. Mayor Hoke called the meeting to order with all members present. Aiayor Hoke led �he group in the Pledge of Allegiance. The agenda was amended to include the following items; Item 3(e) Jaycees' Donations; Item 4(n) Mi�utes of May 1 , 1989 Executive Session; Item 4(0) Set Public Hearing to Consider Off-Sale Liquor License Application; and Item $(1} Accept Resignation of Public Works Foreman/Authorize Advertisement for Position. Paul Eggen, President of the Rosemount Area Chamber of Com�neree, presented to City Administzator Stephan Jilk a plaque extending the appreciatian of the Northern Dakota County Chambers of Commeree for the continu€d eooperation between the city and the chambers. Diaryann Stof�el, who was recently hired in the Community Dev�lopment Department, was introdueed to Council. The Ci�y Council extended their welcome ta Maryann. Economi� Development Specialist Tracie Pechonick presented the first draft of the cc�mmunity newsletter €or Council review and eomment. Pechoniek advised the "Rosemount City Newsletter" with both city and park/recreatton seetions and the most reeently updated city map w311 be distributed to residents the week of May 22, 1989. Parks & Recreation Director David Bechtold reviewed his memorandum dated April 27, 1989 regarding the purchase of a Toro walk behind mower fram Corcoran �guipment in the amount of $2342.04. Bechtold advised the mower would be used in the parks and at city buildings. See Clerk's File t989-16. Councilmember Joseph Walsh thanked the Rasemount Jaycees for the3.r generous gifts, amounting to several thousand dol].ars, given �o the fire department, ga2iee department and parks depar�men�. Building Official Ron Wa�mund presented the�� final draft of the ordinance amending Title 9 of the City Code building regulation seetion to inc7,ude Appe�dix Chaptex 38. Wasmund advised amendment to the ordinance wou�.d requi.re autamatic fire suppression in any new or conver�ed retail, warehouse o= manufacturing establishment 50UQ feet or larger in size. Fire Chief Scott Aker and Administrator Stephan Jilk respectively reviewed faeility needs reports for the f3re s�ation and the public works facility. Mayor Hoke suspended the regular agenda at this time to open the public hearing scheduled at this time to receive comments on the proposed amendments to the Zoning Ordinance to� include recycling operations. Planner Michael Wozniak advised that identifying recycling operations in the Zoning Ordinanee would allow salvage opera�ions in the general industrial district; and because of the timing of the proposed ordinance and scheduie for the construction of the AAA Auto Salvage proposal, it is necessary to amend the current Zoning Ordinance text to include salvage operations as an allowable use. Wozniak noted conditions in the ordinance includes permit requirements an� stringent development and operating standards which wi1l allow the City more contral and regulation over such operations. Wozniak further noted the AAA Salvage proposal includes an eight foot fence around the vehicle storage area whieh will be verified by the city building official for accurate glaeement. 5ee Clerk' s File 1989-16. Mayor Hoke opened the guhlic hearing to consider rezoning frc,m AG - Agriculture District ta I--GEN - General Industrial District the wes� 358.48 feet of the south 1323.32 feet of the Southeast Quarter of Sect�.on 32, Township 115, Range 19. The administrator/clerk had in his presence the Affidavit of Publicatian and Affidavit of Mailed and Pos�ed Hearing Notice. See Clerk's File 1969-16. Planner Michael Wozniak advised Jim and Jerry Anderson of AAA Auto Sal.vage have petitianed for the zoning amen$ment to allow the use of the auto salvage business proposed to be iocated on 16Oth Str�et, on�- half mile east of Highway 3. Wo�niak noted the Planning Commission recommended approving the rezoning. MOTION by Walsh to close the public hearing. SECOND by �xbvrough. Ayes: Na�per, Walsh, Wippermann, Hoke, Oxborough. Administrator Jilk advised the reports provide information regardfng present and future needs �or these facilities in con�unction with the Fire/Police Department studies completed and presented by Fred Hoisington Associatior�. Jilk further advised that the reports coneluded that the public works faci�.ity is gros�ly undersized and . inadequate,. and the f3re station is undersized and should be considered for relocation. The administrator also aaar��s�a shartage of space because of additional staff in the city hall, and requested that_ con�icieration be given for �oss�.ble renovation of the city maintenance facil�.ty to accammodate the police department. FalZowing discussion wi�h cQuncil regarding the reports and comments from the fire chief and administrator, the admini,strator requested approval to direct s�aff to prepare the advertisement to receive Request for Qualifications (ROQ) fram architectural firms to determi,ne spacial needs for eity staff, fire department and pu3�lic works facility; and to allow the city to proceed with Request for Proposals (RFP} in order to receive needs studies and cost estimates from qualified architects. MOTION by Hoke to direct staff to prepare the adver�isement to receive Requeat �or Qualifications (ROQ) for quali�ied srchiteatural firrns to determine the spe�cial need� for the city staff, fire depax�ment and public works facility. See Clerk s File 1989-16, � Mayor Hoke presented for discussi.or� 199Q Celebrate Minnesata fiown green/band�hell grant application, which was deniec3, a�nd a subs��uent meeting with the Parks and Recreation Board to reeeive their support of the prqjeet. Mayor Hok� noted the Park Board had previously designated $106,000 in CIP funding for the upgrading of Erickson Park. The Park Board at their Rpril 17, 1989 meeting also passed a mation in� support o€ the town green eoneept. Mayor Hc�ke requested that Counci.l consider the town green/bandshell concept and ask st�ff to build in an additional expenditure of $106,040 in the CIP budg�t. Diseussion �o�iowea with the ma�ori.ty of council agreeing the bandshell should be located 3n Ericl�son Park as opposer� ta being lacated in another parls. Several residents fram the aud�.ence voiced their support di the town green concept. See Clerk's Fi�.e 1989-16. 3 . . , ROSEMO� CITY PROCEEDINGS REGULAR'M�ETING MAY 2, 1989 Administrator Stephan Jatlk suggested that beaause of the several pro�ects designated for the Erickson Park area, Council should consider developing an overall master plan which could address the various � projects and their priority for development, estimated costs, funds available, landscaping plan and the intend�d use for the �.r�a. MOTION by Hoke to support the Eriekson Paark town green concept and direct staff ta investigate possi.ble avenues of funding the pro�ect and investigate and develop a Ianclscaping layout and special needs study. SECOND by Wippermann. Ayes: Oxbarough, Wippermann, Hoke. N�ys: Napper, Walsh. Administrator Stephan Jilk presented several recommendations on how to deal with solid was�e issues and proposals the city staff and council has been confron�ed with the past several months. The administrator provided illustrations on the high percentage of time staff must dedicate in attempting to deal with such p=oposals as U5PCI cantainment facility, the Dakota County resource recovery project, Oxbaw Power and potential develupment of University af Minnesota lands. Jilk's recommendation included a phas�d a�proach €or additional staff and the �ssignment of staff. The administratar further recommended that staff be allowed to immediately procure proposals and quotes from individuals and/or firms to provide expertise to city staff and city council on specific envirbnmenta]. and legal issues. Additionally, the administrator reque�ted authorization to advertise for a clerical. position to assis� in the Community Development Department and other departments where clerical help is required. Community Development Director Dean Johnson requested authorization to obtain quotes from planning eonsultants to assist the city in the USPCS containment facility proposal. Johnson adv:�sed the city attorney has reeommended that the Gity make every attemp� to comple�e the planning stuciy and resa].ve �he zoninq ordinance issue prior to the July 1 , 1989 expiration date of the marafi�orium adopted on landfills. - See C].erk's �'ile 1989-16. Economic Deveiopment Speciali,st Tracie Pechoniek presented the cancept of the city sponsoring a proposed home delivered meals program in Rosemount and requested Councii approval for staff' to research the feasibi-lity of such a city-spon�ored program. See Clerk' s File 1989- 16. . MOTION by Oxborough to direct sta£f to prepare a proposal for presentation at the May 16, 1989 council meeting regarding the home deliveared meals program.
