Adopt Master Storm Sewer Plan ���� � � � *******��r**********�t**�*�r******��**MEMO*�r**�r*�r*�r********��*�,��r***�***�****�***** ' DATE: OCTOBER 13, 1989 T0: MAYOR & COUNCILME1�iBERS FROM: CITY �NGI�IEER/PTJBLIG WORKS DIRECTOR HE�'TI RE: ITErt FOR THE OGTQBER 17, 1989 GOUNGIL MEETING NEW BUSINESS Adopt Master Storm Sewer Plan After several months of preparation and review, the Storm Sewer Ad Hoc Co�nittee along with the Utilities Commission is presenting this plan' to the Council �or their approval. A brief chronological sum�nary of the prc�gress of this grQject along with recommended aetion for Council to consider follows. In early 1988 Council authorized Staff to prepare request for proposals to select an engineering firm to prepare a Master Storm Sewer Plan for the Western portion of the Gity, Gouncil felt that it was time that we bagan to plan for future storm sewer needs rather than to react to them. Later that summer, Barr Engi.neering was seleeted from four consultzng engineering firms to pxepare the Master Plan. In additio�, the Council appointed a Ca.tizens Advi�ory Con�nittee to grovide input to the development of this plan. The Starm Sewer Co�nittee consisted of Steven Toombs, Wesley Hasbrouck, Harry Willcox, Arnie Jensen, Forrest Krogh and Ray Barton. Their role in the development of this plan is discussed briefly under Section 2: Watershed Overview. The Co�ittee a�et with Steve Klein of Barr Engineering, myseif and Steve Jilk four times. This span of peri0d from October 1988 to June i989. The final meeting eonsisted of reviewing the draft copy of the drainage plan which resulted in a view minor r�vision� giving us the drainage plan we are considering this evening. Steve Kiein, of Barr Engineering, will present an overview of the drainage plan and wi11 be available to answer questions Council may have re�arding this plan. Subsequent items that will resui� frczm this plan that we n�ed to di,scuss in further detail, at a later date, will be: 1. Future Storm Sewer Connection Charges and/or district wide assess�nents 2. Operational grocedures for land-iocked ponds 3. Use o€ storm water utility districts Reeommended action for Gouncil to consider is to adopt the Master Storm Sew�r Dr�inage Plan for the Western porti�n of the City pf Rosemou�t datsd May, 19$9.
