At the April llth Special Council Meeting incluc�ed as part of the discussion
regarding the Proposed Zoning C3rdinance was a discussion regarding the Gity's
policy in regard to Sand & Gravel Mining.
The City Council was inforrned that the Planning C'ammission has recomm�ended
that a moratorium on the issuance oi' i��ining permits be established until the
City Counci! fully evalutates adciresses the issue of what areas �vithin the Citv
Iong-term mining should be all�wed. Cauncit Members present at the meeting
were in basic agreement that Iong term minin� should be restricted to the
General Industrial District in the eastern portion af the City and that only
seasonal excavation should be allowed in the Agrieulture District.
Enclased with this review is a copy� of an Ordinance authoria.in� a moratorium on
land use approvals and huilding pexmits for mining operatians and similar uses.
The proposed moratorium woutd be in eff�cl until the afficial controls
c�ntemplated are adopted or until July 1, 14$9, whichev�r occurs first.

AN INTERIM ORDINANCE TEMPORARILY PROHIBITING ISSUANCE �
OF LAND USE APPROVALS AND BUILDI1vG FERMITS FOR
MINING OPERATIONS AND SIMILAR USES
The City Council of the City of Rosemount, Minnesota ordains as
follows•

- ' SECTION I. Intent: It is the intent of this ordinance to allow the �
City of Rosemvunt time to complete a mc�re 'sn-depth evaluation ,
concerning appropriate land use controls for the regulation of mining
operations and similar uses, and in the interim to protect the planning
process and the safety and welfare of the citizens of the community. '
SE�'�'ION II. Temporary Prohibition: Pending the completion of the
above referred to evaluation and adoption o[ appropriate official
controls, no land use approvals or building permits shalt be issued for
� mining operatians and similar uses.

SECTION IIL Effective Date: This ordinance shall take effect from (
and after its passage and publication and shall remain in effect until f
the date of the adoption of the official controls contemplated hereunder �
or dnly 1, 1989, whichever occurs first. �
