Pursuant ta due call and notice thereof a regular mee�ing of the City
Council of the City o£ ktosemount was duly h�ld on Tuesday, July 18�
i989, at 7;30 p.m. i,n the Council Chambera of the� City Ha�.l.
Mayor Hoke ealled the meeting to order with all members present.
Mayor Hoke led the group in the Pledge of Al.leqiance.
Les Kreifels, Manager of DPC Industries, Inc. , formexly Dixie Petro-
Chem, extended an inv�.tation for city coux�cil and staff inern�rs to
attend an open hause and luncheon on August 1 , 1989, at thei.r new
fac�l�ty located at 12800 Pine Bend Trail, Rose�nount, MN.
MOTION by Wippermann to apprvve the Consent Agenda subject to removal �
of Item 4(h) Set Hearing DatesjZoning �rdinance Adoption and Item 4(1�
Appointment of John Haward to Parks & Recreation Committee to allow
� discussion of these items under old business and new business,

Communi,ty Development Director nean Johnson pre�ented a rpc�mmend�tion,
as di.re�ted by couneiZ at �he l,ast regular council m�e�ing, to receive
the bids and award Contract 19$9-2 for West Rids�e 3rd Adc�it3,on
improvements sub�ect to receipt by the city of a first mortgage against
the deveioper' s property involved in this pro�ect. I� was the
consensus of the counctl that this method of secur�.ty provide a
feasible alternative to the reguired si.xty percent Zetter a€ eredit.

Discussion was held on the feasibility of purch�sing a stationary truck
hoist as opposed to a pc3rtable vehicle hoist for the city maintenance
garage. City Engineer Rich Hefti addressed council's conaern�
presented at the last regular council meeting by explaining how the
versati.l�ity of the portable lift would be more advantag�ous than having
a permanent sta�ionary lift. See Glerk's File 9989-25.
MOTION by Oxborough to approve the use of $6,300 from the 1989 CIP
exeess funds ta purchase a portable vehicle 3.ift. SEC4ND by Napper.

Council reviewed recommendations receiv�d from various city departments
for the purchase of camputer system equipment and software which would
provide a ne�working system for al3 city offices, enhancement of
printer capabilities and r�ew �a�tware applica�fons for the f.inance and

City Planner Michael Wozniak rev3ewed the preliminary plat for Li,merick
Crossing, which co�sists of 32 units of rental townhome� situ�ted an a
2.72 acre pareel property at the intersection Q� Dodd Boulevard and
Shannon Parkway. The Planning Commission recommended approval t�f the
prel.iminary plat sub�ect to detailed engineering recammendations,
rezoning and a subdivision development contract. Council diseussed a
letter received by same of the couneilmembers from Planning
Commissioner Ron Jaeobson regarding his recommendation that the city
escrow park dedication funds fees for a future community park rather
than a private park as proposed by the deveZoper for the next phase of
the �ownhome development. Parks & Recreativn Director David Bechtold
advised the Parks � Recreat3.on Committee reviewed this issue with the
Planning Commission last f�ll, and a consensus was reached that the
aeveloper would build a private park, with cQnsideration th�t the city

lateral benefit cost i� $24,158,50 and will b� a��es�ed aga�inst th�a one

equivalent tQ 85' . Council reviewed the proposed assessment roll based
upon a final assessment cost per unit of �1 ,480.04.
John Fiawkins, 4173 145th Street West, aclvised it was his un��r�tanding
that city staff at a previous council meeting eammitt�d to deferring
assessments on Parcel Nos. 34-03010-010-39 and 34-03020-410-41 until
the parcel.s are developed or rezoned from agricuiture to resi.dential.
Walter Strese, 4063 145th Street West, objected to the �roposed
assessment against Parcel No. 34-03014-013-37.
Following discussion by Council regarding t�ese ob�ections, Cou�cil
reached a aonsensus that aation be withheld until staff can check the
records to ascertai.n whether an agreement was made wi�h John Hawki.ns to
de£er aas�ssments on his two parcels until the�y are developed and ta
find out if these two par�icular parcels are elassified as green acres,
Council agreed to a short, rece�s at 9:U5 p.m. with the rn�eting
continuing at 9:24 p.m.
Counail reviewed the bids recefved for the street and ut3lity
improvements within an extensi.on of Shannon Parkway betwe�n 13?th
Street West ar�d the Shannon Oak� Additions. C�,ty Engineer Rich Hefti
zecommended that Couneil award the contract to Richard Knut�on
Construction i.n the amount of $771 ,81Q.25, subject to state sid
approvals and receipt of right' of et�try from the Ke11ey Trusts and U.S.

bids received for the irrigatian of Shannan Park. The parks director
noted the alternate bids received were for the two soccer �ields on the
school property which will be maintaine�l by �he city and considered a

explained the remodeling pro�ect and how the pr43ect would be funded.

MOTION by Napper to receive the bids and to award the eontract for the
public works garage south bay remodeling ta Met-Con Metro Construction
in the amount of $52,904 and to authorize the necessary signatures.

City Engineer Rich Hefti reviewed with Council the bid tabulatian for
the canstruction of a 1 ,OOQ,t�OQ gallon eleva�ed storage tank, T�e
water tower will be located �ust east of the �.nterseetion af Shannon
Parkway ar�d Connemara Tra31 an the Relley Trust property.
Councilmember Wa1sh, as Chairman of the Utilities Commission presented
the commission' s recommendation to receive th� bids and to award the
contract to Fitt-DesMoines, Inc. Walsh advised the U�il.i�ies
Commission reviewed va�ious styles o� towers and agreed �.he �luted
style was the most appropriate style for a residential area. See

City Engineer Rieh Hefti recommended that Coun�il receive the costs to
be assessed and order the a�sessmen� ro11 for Hawkins Fond� Pro�ect
176. The engineer sugge.�ted �wo di.�ferent m�thod� o£ as�essing �he
eosts and recommended that Cauncil and staff discuss in �urther detail
what would be �he most fair and equitable met�cx�. Hefti reviewed the
cos�s and pointed aut that engine�ring costs and easement acquisi�ion
costs were considerahiy higher than what was Pstimated. Hefti stated
the overrun in eng3.neering costs was contribu�able to the cornplexity of
coordinating the de�aositing of the additianal fill matexi�l. on
surrounding properties and attempting to minfmize the construction on
the private proper�ies. Hefti felt the additional time and costs
resulting from working with the property owners and taking care of
their concerns was well worth it. See Clerk's File 1983-25.
Harry Willcox, 14674 Danville Avenue Wes�, vaiced his objection to the
overrun of costs in this projeet and that the proposed assessments ar�
being prepared before all the costs haue been presented to the city.

outlined the purpose and key functions and respc�nsibi�.ities o� the Town
Green Ad Hoc Committee. Mayor Hoke advised the Parks & Recreation
Committee approved the rPcommended guidelines for this committee as
outl.ined in the. Nmayor' s mernazandum, Since aI1 reaomm�nda�ions f'vr
membership have not been zec�3,ved, Council agaceed to withhold final

Administrator Stephan �ilk presented a recommended process on the next
s�ep and direction fQr Cauncil. �o conside�r in utilizing the goals
formally presented by the Citizens Advisory Gomznittee at the June 2t?,
1989 Council meeting. Administrator Jilk reiterated s�aff and
�ouncil's appreciation and recvgn3.t#.on of this comm�ttee's assi.mi�.ation
of the various data and information received tharough the various
segments of the community invplvement process, which xesulted i.n their
�inal recommended goals. The administratar �aar�$��a a two tr�ck
approach which focused on a long terrn goal, of fvrmally beginni.ng the
revi�w and subsequent update of the City's Comprehensive Guide P3an,
and a shart-term goal, af having one Qr mcsre goal sPtting sessions to
allow Council to address and develop short term goals and a de£ined
direction on the information reeeived from the eommunity involvement
process, Council discussed this process and concurred to �he coneept
of ineeting with eity department h�ads fn a gQai-setting session
somet�tme in early fall. Counc�.]. a�so di.�cussed utilizing an out�id�
�acillitator and direct�d the administrator to cantact Diane Trax7,er
from Decision Resourcea to see when she would be available and her
reeommended format for this session, The administrator was reques�ed
hy Council to complete an outline of the process for upda�ing the
Comprehensive Guide Plan far Council's review and to provi.de further

Administrator Stephan Jilk apgrised Council of a request he reeeived to
serve on a commi�tee campz3;sed of representatives from government,
labor, air industry and �tetropoli�an Council to recommend issues that
should be addressed i.n the siting process for a new metropolitan
airport, Ji3.k v��.17. be attendinq a meeting on �,ugu�st 10, 1989 and will
report tQ Cbuneil the resu�.t� from this meeting. Counci']. eommented on
the significance of having city xepresentation on this committee.
MOTION by Wa1sh to autharize the city admi.ni�tratvr to secure two c�r
threp hotel reservatians for coune�.l and staff's attendanee at the 9989
