I am sure we can all agree that libraries like schools , churches , and town halls are very important institutions in the make up of a community. The questions that keep arising are: 1) are there any reasor►s that we can reasonably expect to land a library? 2) Are there any ereative avenues that have not been explored which might provide our community with a library? I've sha�ed these questions several times over the past year with Steve Loeding. While he was sympathetic, he did not provide much encouragement, but he did advise me to talk with the Library Baard and Rod McDonald, the director of the Dakota County Library system. I also talked with Allen Lewis of the State Library Services. The purpose of this agenda item is to report back to you on the results of mY discussic�ns with the above mentioned individuals and provi'de "a`"synopsis of my July �3th meeting with the library board. T`he provision of quality services does not. however, happen by accident, Quality library service requires Eoresight, planning, and the ability to commit the necessary resources. An understanding of what you aish to achieve is a prerequisite to setting a course of action. Goals and polieies provide the Eramework for the development of action plans. A goal is a general statement conce�ning the desired achievement or end state oE a plan. In contrast* a policy is a statement of position or principl.e that operationalixes the goal. Pnlicies are stated in sgecific terms and brir�g about ` resulLs that are a�ei�s�arable. . . � � The goals and polici.es of the Dakota County Library Facilities Plan have been divided into four major �reas: : . Library S�ace Heed Goal: Adequate building space, in terms of size and qualf.ty, to provide the current and future library service needs. Policies: � • Each library building will have a £uil range oE services. The minimum population base necessary for a library facility is 25,OOQ people. Tt�e County Gibrary �'acility needs are based upon a comparison of where the system is today with ahere the Counky wants it to be in the future. This chapter presents the library facility needs for the DakQka County Library System. Tl�e chapter begins with s discussion oE the County Library Board's position on full service library facilities. Next, the County's library service areas wil.l be presented. The service areas help provide a framework for analyzing Eacility needs. The library faeility needs within each service area will then be ovtlined, and, finally, a priority for each librery project will be established. Full Service Libraries Dakota County has adopted � philosophy of providing libraries which have a fu11 range of services. It has been concluded that full service Iibraries are the most cost-effective means of providing library service. A full service Iibrary requires at least a medium-sized library facility (16*000 sq.ft. ). The result oE thi.s policy is that not every community in the County will have a library facility located within its city limits. The purpose oyf ti�i�s , policy is to both insure high q�slity Ia�brary serviee in each library facility, and. Lo provide library service at a re�sanable cost. Smailer library facilities cannot provide ali of the services desired by library patrons. A sy�tem of smaller neighborhood oriented libraries would likely require patrons ta �' travel further to receive more specialized library services. Full service librari.es . �. also are able to provide serviees that reach a lsrger segment of the service area's � population and, in turn. may increase the overall �sse o£ the County's Library � System. The cost of � operating a mediurn--sized library facility is only slightly more than � operating a sma21 library facility. The staffing requirements are roughly the same, depending upon the individual circumstances, and the marg�.nal cost of aperating s � larger facility are quite reasonable. The Counky prefers to expend the greater � porGion of these resources on the provision of library services, ra�tMer than the ' operation of library facilities. L3brary Service Areas IL is difficult to discuss County library faciiity needs without dividing the County ; into subunits or service areas. The service areas presented in this plan are for � � planning purposes only. All County Library facilities are ogen to the publi�c end all services are available to every CounGy resident or individual with a library � card from a library within the MELSA System. The service areas, indicated on Figure #4, are defined in terms of the current patron travel pattern and the year 2000 population projeetions. In addition, the policies oE the Library System state that the �aaximum � population within a ,g�iven service area should not exceed 55,4(}0 people. A service , area population greater than 55.00� people would require a library facilizy greater � than 35,000 sq.ft. Library facilities greater than this size are deemed undesirable for Dakota County. � Currently, the Burns+rille Library has a service area khat includes a substantial portion of Apple Va11ey, Rosemount, and northern Lakeville. By the year 2000, this ' service area will greatly exceed the maximum service srea papulation. This wi11 also be true af the Eagan service �rea, although to a lesser degree. For this , reason, App1e Valley, Rosemount, and northern Lakeville have been aombined to form a new service area. � The service areas containing the rural portion of Aakota County are g�og€aphically large end sparsely populated. The rural partion of th� County wil� also receive � service fram the Gounty's bookmob3le. This should teke gome oE the �ervice pressure off of the tr+o libraries (Farmi.ngton ancl Nastin�s) thet serve the rurai porCion a� � the County. In a �imilar vein, the City of South St. Paul operates a Eity i3brary that is an associate library of the County's system. Caunty re�idents have borrow- � ing privileges fro�n the �outh St. Paui Library. In fact, residents of Inver Grove Heights make up a signi£icant portion af the use of the South St. Paul Library. Ideally, each service erea should have .65 sq,ft. of library space per residenb , 'Fhis standard, however. is oEfered as a guide and the irniividual eharacteristics of each service area shall deterroine the amount of library space needed in each service are�►. • Area A: This area contains mast o£ the northern portion vf Dakota Countg and inclu8es the following comreunities: Inver Grove Heights, West St. Faul, Mendata Heights, Mendota, Lilydaie, and Sunfish Lake. This ar�a is se�ved by the 41est St. Paul Library� and to an extent the South St. Pau3. Library. The West St. Paul Library is approximat,ely 7.24A �ross sq.ft. in size and is located a block ofE of South Robert SLreet. Aithough the building is located adjaeent to the major activity center of the northern portion of the County, the library siLe is difficult to get to and the location must be considered poor. D�spite its Iocation and its ].imited space, the librery gene�rate� cons3derable cireulativn. Due to Ghe uncertainty of the South St, Paul Library joining the County system and its current service to this area, the facility need for Are� A has been established at 28,f300 gross sq.ft. � The present site is not large enough to accommodate this size o£ building nor is � its tocntion ideai Ear n Lihrary. The library building contains approximately 47,btK? gross sq.ft. and is � the largest library building within the County's system. In addition �o the � public library, this building also includes the administrative offices for the entire County Library System. This function is epproximately 7,SA0 sq.ft. in , size. The Eagan Librsry is the most recent addition to the County System, and is the most complete and best designed library facility r+ithin the System. The facility has adequate space to meet the library needs of the centrsl portion 4£ the County for many years. At this time, no improvements or additions ta this facility are anticipated. • Area C: This axea includes the City of Burnsville and the northwestern portion of Lakevill�, and is served by the Burnsville Library. The Library, contains approximstely 28,004 gross sq.ft.; hovrever, not ali oE this space is devoted to library uee. Nursing Services has a 3.320 sq.ft. office with3.n the Library. The Library has an excellent location and has the highest circulation within the � Count s stem. In faet, it is one of the busiest libreries within the Y Y metropolita�,srea,. ,ranking seventh in circulation i.n 1984. � The projected 2�04 population base far this serwice area is 56,2Q0 people. The � space standerd s:sggests that this service area aill require 36.SQ0 sq.ft. .of library space. This smount of space is larger thar► Ghat available in� the current � building and larger than the preferred maximum �ize of 35,aoo. Assun�ing a nea library in Area D {Apgle Valley/Rosemount). and considering the exisk.ing library serving ,Aree B (the Eagan area), it is felt that the existi.ng Burnsvi2le Library should be adequate to meet the needs of the Burnsville/Lakeville �rea until the year 2000. The iibrary wili, however� require the use of the entite building, � necessitating the relvicetion of Nursing Services no later than i99Q. Beyond the year 2000. this area may reqnire additional space or ar�other service area may • need to be estabiished to avoid overcroxding. This area i9 served -by the Farrairrgton Library, the County's bookmobile and, to a degree, the NorLhfield Library. Th� �.ibrary is located within the Farmington City Hall in downtown Farmir�ton and khe site has limited expansion potential. The Library consists af about 3,400 net sq.ft. and is the smallest facility within the County Systera.
