PUBLIC HEARlNG - Z(3NING URDINANCE TEXT AMENDMENT Jim and Jerry Andersen of AAA Auto-Salvage have subraited a final site plan, have pelitioned for a z�ninb text/map amendraent to aliow the use, and h�ve requested a metes and bounds parcel division to divide the tweaty acre site from the larger parcel of which it is part. The proposed site for the relocation at' AAA fronts on 160th Street, i/2 mile east of S.H. 3. Enclosed with this review are copies of [he site plan, l�ndscaping plan, and building elevations; The Planning Cammissian has approved the SiCe Plan subject to minor changes (see Planning Commission minutes). The Commission has also recommended approval of both zoning ordinance text and map amendments necessary to allow the AAA proposal to proceed (see proposed Ordinance changes attached). As has been previousty discussed with City Councit in respect to `t6e AAA praposat, the current zoning does not recognize auto-salvage operations as an a(lowed use. The zoning c�rdinance texl will have to be amended to allow AAA Auto-Salvage to relocate its operation to the propased site. Attached Ea this review is a copy of the prOppSed ordinance change which would cause Recyc}ing Operations (including aulo-salvage) to be recognized as a permitted use in Ehe General Tndus�rial District subject to permit requirements. The provisious af this ordinance amendment were previc�usty discussed at the April llth Special Council Meeting with changes recommended at that meeting having been incorporated into the amendment. To aliaw AAA to proceed wit6 relacation of its operatian Council must apptove this Zoning Text amendment artd also approve rezoning af the proposed site form Agri�ulture to C�enera! lndustrial. Although City Council aclion is not required on the site plan, it is recogt�ized that in considexa[ion of a zaning text amendment and site rezoning ta allow the proposeci use, Council should consider the appxopriateness of the proposed site . �lan. An icnportant area of concern regarding any propflsal involving an industrial building is the t�uilding aesthetics. Since an earlier P'lanning Commission review the Andersen's havc worked with Cicy Staff to modify !he earlier proposal in order to make the appearance of the building more acceptable. The proposed materials for the exlcrior of Che building inciucle Break-off Concrete Block (grey), and metal watl panels (different shade of grey); and, the building is proposed to have a gavalum roof (same as City Hall). As catt be seen on the elevation sketches, 50�� of the south wall (facing 16Qth St.) will be treated with the Break-of f block, the break of f biock will wrap around to the east and west sides of the building with a tesser degree of the st�r€ace area being treated. The rear (north sicie} of the building which will not be visible is completely metal sided. t . � • ' Staff will have a picture o�f a similar constructed building at the meeting to give a better indication of the appearance, I woutd suggest that the Andersen's have exhibited a spirit of cooperatio�t in meeting the concerns of the City regarding building aesthetics and hav� proposed a building which has an appearance that is very acceptable for its location and proposed use and in faet Chis building cauld set a standard for us to match in permitting other industria'1 buitdings. The landscaping and sice grading {berm�) proposed in conjunction with ihe proposal will compliment the appearance of the praposed building and will help to screen the vehicle storage acea. The vehicle storage area wili be eampletely fenced with an 8' fence (verticat cedar boards) and complety surrounded with a series of 4' high berms and planting of trees and scrubs. ' It is the recommedation of the Planning Comtnission that the City Councit apprave the Zoning Text Amendment (see Ordinance). Item 7. PUBLIC HEARtNG - AAA AUTOSALVAGE - REZONING As mentioned in the review for ftem 6., to allow the AAA praposal to proceed it is also necessary [or the proposed 2� acre site to be rezoned from Agriculture to General Industrial. The City Gouncil also informally discussed this issue at its April 11th Spe�ial Council MeeEing. At that meeting Staff indicated ta Council that the Auto-Salvage Operati�n as proposed is an acceptable use for the site and does fit into what would be a logical developmenE pattern of lacgex commercial nr light industrial uses for the area east of S.H. 3, south of C.H. 42 and west of Biscayne Ave. Because the area in question is separated from other residential and commercial areas of the City by a railroad, major highways and the University of Minnesota Property; the location of AAA on the proposed site does not pose an aesthetic or land use compatability problem with abutting properties. The site immeadiately abuts the Gas Plant (tank slorage area) on its west boundary and is otherwise surrounded by property otherwise being used for agricultural purposes. I!, 2) Permit Agr�lication Requirements Application for a permit shall be ' made in writing in the form specified by the City and sh�ll contain the following information: a) The correct legal description of the land. ' b) The name and address of the agplicant and the owner of ihe land � if different from the applicant. c) Maps, photographs and surveys illustrating t6e relationship of che site to the community and surrounding properties and existing si[e conditions including vegetation, surface waters and ' to��graphy. I �..... d) A deseription of the operation as regards the sales of paris and ; the use o[ cutting, compressin� and packaging equipment. ; , e) A site pian, to scaie, showing the location and intended use of all structures, storage areas, driveways, parking and equipment. � \ � . Such fence shall be �i' sound construction and shati be properly maintained. c) All activities shall be confined within the feaced-in area. There shail be no stacking of material abave the height of the fente or wall except that equipment used oa the site may exceed the wall or fence height. No equipment, material, signs or lighting shall ' � be used or stored autside the fenced area. There sha.11 be no � storage of rnaEerials within semi-tr�iler units or other vehiclos j which wc�ulcl extend above the height of the fence. ' i d) All equipment used in industrial processes, ineluding that used far � I cutting, compressing or pa�kaging, shall be within a completely � enclosed builciing. i e) The fenced area shall be set back at least two hundred (2U0) feet from any street and the area within front or street side yards � shall be planted with trees, grass and shrubs in accardaace with Sectian 8.3. ; f) Whenever the operation abuts an "R" District, a transi[ion strip ' af at teast two hnndred (2�D} feet in width shall be provided � between the fenced area and the "lt" District boundary.
