RE: Fire Department Election Procedures
Pursuant to the direction given by council� following aceeptance
of the Hoisington Report on the Fire/Police Adminisfiration study,
I have worked with Scott Aker, F'ire Ghief, in drafting a pali:cy
for the election af fire department officexs.
Attaehed is a copy of that proposed policy far your
consideration. This policy takas one step fvrward, I believe, in
giving city administration and city council a greater apportunity
for guiding the selection process of key personnel zn the fire
department.
Through the use of sereening cammittees made up of the city
administrator, a city council member, the police chief and fire
department members using an application/interview process, a more
focused and credible election process can occur. This is
definitely not to say that elections in the past have not been
so, but this should help guarantee that it be strengthened.
The management of the fire department, along with aIl other
departments , rests wa.th the city administrator and ultimately
with the city council, This proposed policy strengthens that
relationship.

PURPOSE: The purpose of this policy zs to determine
t�ie process by which Rosemount Fire Department officers are to be
elected.
I. The position o� Chief, Assistant Chief and Secretary of the
Fire Department are to be elected thraugh a process which
allows input from members of the City Council, City
Administrator, and the Fire Department.
' The terms of these offices will be as follows:
Chie£ - 2 years
Ass�. Chief - 1 year
Secretary - 1 year
II, Because these three pasitions earry responsibilities which
cause interaetion between the Fire Department and other city
departments, is ultimately responsi,ble to the City CounciZ,
, it is best thuught that input to this election process be
broad based and thorough.
III. Therefore, the fallowing process will be followed;
l. Job deseriptians will be used to determine
"qualifications" €or positians open.
2. Fire Department members will be notified which
positions are open, that applications can be picked up,
when applications are due, and when interviews and
' electians will be held. Annually, specific dates will
be set to allow an open application and interview
process and the el,ection to be held by the Fire
Departrnent on the fQurth Tuesday pf January.
